Background
The Santa Cruz community created "Vision Santa Cruz", a group of 36 bankers, merchants, city officials and community activists
who were forced to sit at the same table and work up a [recovery] plan "that truly reflected everyone's values," said Mardi
Wormhoudt, mayor when the October 17, 1989 earthquake hit.
