resources. The collection contains his correspondence, research materials, documents related to atomic testing in the 1950s,
writings, lectures and speeches, committee files, and materials related to the University of California and the Foundation
for Ocean Research.

Scope and Content of Collection
Papers of John D. Isaacs III (1913-1980), professor at the Scripps Institution of Oceanography at the University of California,
San Diego. Isaacs' research activity ranged from ocean ecology and deep-sea photography to climate studies and ocean power
resources. The collection documents Isaacs' scientific career and includes his correspondence, research materials, documents
related to atomic testing in the 1950s, writings, lectures and speeches, committee files, and materials related to the University
of California and the Foundation for Ocean Research. The collection also includes extensive documentation of Isaacs' "Monster
Camera" deep water photography project, including still images and film.

Biography
John D. Issacs III (1913-1980) was born in Spokane, Washington on March 28, 1919. In 1933, he joined the Civilian Conservation
Corps. Shortly after this, Isaacs worked as a forestry service lookout in Siuslaw National Forest. In 1938, Isaacs moved to
Astoria, Oregon where he worked as a fisherman. During this time, Isaacs married Mary Carol Isaacs.
Isaacs received his B. S. degree from the University of California, Berkeley School of Engineering in 1944. This would be
his only post-secondary degree. During World War II, Isaacs tested crashing breakers and measured beaches in DUKWs, alongside
Willard Bascom. From 1944 to 1948, Isaacs worked as a research engineer on the WAVES Project at Berkeley. From 1946-1956,
Isaacs worked as a consultant monitoring the Pacific nuclear tests, serving as project officer for Operations Crossroads,
Ivy, Castle, Wigwam, and Redwing. During Operation Crossroads, Isaacs was responsible for measuring waves resulting from the
blasts and proposed the use of wave-measuring cameras to triangulate ship positions.
Isaacs joined the Scripps Institution of Oceanography in 1948 as an associate oceanographer, and he remained at SIO for the
remainder of his career. Isaacs was extremely active in university affairs, serving as: Director of the Marine Life Research
Group (MLRG) from 1958 to 1974; Interim Director of the Institution of Marine Resources (IMR) between 1961 to 1962 and Director
from 1971 to 1980; Acting Chairman for the Department of Oceanography from 1966 to 1967; and Acting Director for Scripps Institution
of Oceanography in 1969.
From 1969 to 1980, Isaacs served on the consulting board for the Southern California Coastal Water Research Project (SCCWRP)
and was one of the longest-serving board members. Isaacs was also a member of the board of trustees for the Foundation for
Ocean Research, which supported innovative research by scientists and graduate students. In 1976 he was elected president
of the Foundation.
Isaacs approached oceanography as an interdisciplinary field of study. His diverse research included: development of trawls
and dredges, deep sea moorings and free vehicles, baited automatic cameras to photograph deep sea life, current meters and
cameras, undersea communication and signaling devices, respiratory heat recovery for divers, the wave-powered pump (extracting
energy from the sea), salinity gradient energy, marine food webs, growing food in saline water, dynamic breakwaters, and marine
sediments. He is also known for his idea of using icebergs as a source of freshwater. Isaacs was a creative inventor whose
research went beyond the bounds of oceanography. For example, in 1966, Isaacs devised the "sky hook," a taut-moored earth
satellite.
Isaacs was a member of the National Academy of Sciences, the National Academy of Engineering, the Geophysical Union, the California
Academy of Science, the American Academy of Arts and Sciences, and the World Academy of Art and Science. In 1975, Isaacs received
the Lockheed Award for Ocean Science and Engineering from the Marine Technology Society. In 1978, he received the National
Sea Grant Association Award for innovation contributions to man's understanding of the world's oceans. Isaacs posthumously
was awarded the Albatross Award by his peers at Woods Hole at the Third International Congress on the History of Oceanography,
for unique and unconventional ideas concerning the oceans. Isaacs died at age 67 on June 6, 1980, of cancer.

Processing Information
Materials in the Isaacs collection related to atomic testing have undergone several document security reviews. In 1963, several
reports were declassified by a University of California Security Officer, following the Department of Defense Security Manual,
and are marked as such. The correspondence regarding this review can be found in the BIOGRAPHICAL series, under Security clearances.
When the main portion of collection was acquired in 1981, SIO oceanographer Theodore R. Folsom (who had been involved in the
original studies as a radiation expert) reviewed the collection, making notes on the identity and classification status of
many documents. In 1992, the Department of Defense and the Department of Energy performed a classification review of the reports.
Each document was either determined to be unclassified in total or "sanitized," with an extracted version returned to the
Library for inclusion in the collection. Correspondence regarding the DOD reviews was retained with the reports. Finally,
in 2019 personnel from the U.S. Department of Energy reviewed a map from Operation Wigwam with data on buoy locations, and
declassified the document.

ATOMIC TESTS
Scope and Content of Series
Series 4) ATOMIC TESTS: This material documents Isaacs' and SIO's participation in the United States nuclear tests. The United
States Navy conducted nuclear tests between 1945 and 1992 at sites in the Pacific Ocean, Nevada, the Alaska Peninsula, Colorado,
Mississippi, and New Mexico. SIO established research contracts with the Navy beginning in the 1940s, wherein Scripps oceanographers
investigated the impact of the atomic tests in the Pacific Ocean. The United States conducted 67 nuclear weapons tests at
Bikini and Eniwetok atolls between 1946 and 1958.
From 1946-1956, Isaacs worked as a consultant monitoring the Pacific nuclear tests, serving as project officer for Operations
Crossroads, Ivy, Castle, Wigwam, and Redwing. He was physically present during four of the nuclear test series. Isaacs' contributions
during the atomic tests included: wave and current measurements, temperature and depth surveys, research on the dispersion
of radioactive materials in water, and aerial surveys. One notable aerial survey would be the wake studies completed with
Lewis W. Kidd and Robert P. Huffer.
Two of Isaacs more memorable contributions occurred during Operations Crossroads and Castle. During Operation Crossroads,
Isaacs was responsible for measuring waves resulting from the blasts and proposed the use of wave-measuring cameras to triangulate
ship positions. Two aerial cameras were mounted on towers on Bikini Island, firing every three seconds. Since the objective
of the underwater detonation known as "Baker" was to determine the effects on ships, the triangulation of ship positions was
critical. Through the use of automatic cameras, Isaacs was also able to capture a photograph of the Baker shot's bubble breaking
the surface.
During Operation Castle, Isaacs was concerned about tidal waves resulting from the tests and encouraged the admiral in charge
to order everyone except the firing team off the atoll. While there was no tidal wave, Bravo shot had about twice the expected
yield. Various camp buildings on the atoll were destroyed and the fallout spread contaminated materials outside the anticipated
area. Although it was an unanticipated result, Isaacs helped minimize the effects of the unexpected yield.
Materials in this series date from 1946 to 1981, and are arranged in four subseries: A) Operations, B) Subject files, C) Reports,
and D) Audiovisual Recordings.
A) Operations: Includes correspondence, notes, logs, data, proposals, reports, photographs, negatives, and slides. Arranged
by project in roughly chronological order.
B) Subject files: A selection of files on subjects relating to the atomic tests, arranged alphabetically by folder title.
C) Reports: A small selection of reports output from the United States nuclear tests and operations. Includes reports by Isaacs,
as well as reports by others. Some reports are extracted versions, sent to Isaacs after declassification. Arranged chronologically.
D) Audiovisual Recordings: Sound recordings on reel-to-reel, and moving images on film and VHS formats. The sound recordings
include whistler studies, sonar echo runs, and audio from Operation Wigwam D-day. The films and VHS include recordings of
ships, instruments, beaches, people working, and aerial shots. Materials are arranged by project in roughly chronological
order.

Scope and Content of Series
Series 5) WRITINGS: Drafts and supporting materials for many, but not all, of Isaacs' written scientific work. This series
includes two autobiographical writings by Isaacs: "The saga of Samson," and "The battle of the M/V Landego (A true life adventure)."
This series also includes a poem titled "An H-bomb on a coral atoll," in which Isaacs writes about his experience witnessing
the detonation of an atomic bomb during the U.S. Navy tests in the Pacific. Materials date from 1945 to 1982, and are arranged
chronologically by creation date.

MONSTER CAMERA
Scope and Content of Series
Series 12) MONSTER CAMERA: John D. Isaacs designed a deep-sea camera in the 1960s, which was delivered and recovered using
a free vehicle system. The "monster camera," as he called it, was the result of Isaacs' collaboration with Robert Hessler
as they worked to develop untethered ocean landers. In a series of missions between 1969 and 1972, Isaacs' monster cameras
were dropped at various locations to the ocean floor, including off the coast of California, the Gulf of California, the coast
of Africa, Chile and Peru, and the South Pole. The automatic cameras were baited and then dropped into the ocean, recording
with a flash at timed intervals. Isaacs sought to capture both still images and moving images of deep-sea animals and their
feeding behaviors. Unlike trawls, these cameras did minimal damage to the seafloor. Isaacs deep-sea camera system would be
adopted by scientists across the world.
This series documents the Monster Camera projects and film output. Based on Isaacs' original organization, materials are identified
using mission numbers. The inventories and logs can be used to identify the precise location and date of each drop. Materials
date from 1964 to 1988, and are arranged in two subseries: A) Photographs and B) Films.
A) Photographs: Arranged by mission number, with inventories and logs at the beginning of the subseries.
B) Films: Arranged by mission number, with inventories and logs at the beginning of the subseries. Some films are also identified
with an OTSC number in Isaacs' inventories, which he appeared to use as a secondary index code for his film collection. (The
acronym OTSC remains unsolved; OTSC numbers do not necessarily correlate with missions or dates, and were not applied to all
films, so they were not used as the primary organizational method here). Includes composite and related films in alphabetical
order at the end of the subseries.

Scope and Content of Series
Series 13) IMAGES: Isaacs's papers include an assortment of prints, negatives, slides, and lantern slides (glass) documenting
his research interests, materials for lectures, and some personal portraits and snapshots. Arranged in two subseries: A) Photographs:
and B) Lantern Slides.
A) Photographs: This subseries contains prints, negatives, and transparencies. Materials are not arranged in any imposed order,
but are simply grouped together by topic. Some subjects have extensive documentation, such as the Northern Gulf of California
Study and the Office of Science and Technology Policy (OSTP) projects; others are just a few images in a single folder on
a specific subject. There are also many folders of images documenting scientific instruments and their design, and two folders
of portraits (some professional, some informal) of John Isaacs. The OSTP images are titled with their original folder labels
and are maintained in the order in which Isaacs's originally kept them. Some of the titles may be inaccurate or incomplete;
there is no available index to all of the OSTP images.
B) Lantern Slides: Contains glass slides, and some transparencies. Includes numbered and indexed slides, along with images
from the North Pacific Studies, the Southern California Coastal Water Research Project (SCCWRP), and wave attenuation studies.
Index can be used to identify slides, with references to locations and dates taken. Arranged chronologically.
