Diego public officials and educators on social issues. The interviews were conducted for her San Diego State University thesis,
"Domestic Policy Since the New Federalism: Local Response to the Homeless and the Environment in the San Diego, California
Region."

Biography
Elaine R. Brooks (1940-2003) came to the Scripps Institution of Oceanography in 1962 to study biological oceanography (M.S.
1965, UC San Diego) and worked as a plankton biologist there for 20 years. From 1988-1992 she was active in secondary sewage
treatment issues in San Diego, publishing articles in the local papers. She recieved her master's degree in social work from
San Diego State University in the early nineties and became an adjunct professor of biology specializing in public policy
and urban ecology at San Diego City College. She was the author of two books on urban landscapes and citizen psychology.
Scope and Content of Collection
The collection consists of typewritten transcriptions and audiocassette recordings of Elaine Brooks's interviews with San
Diego public officials and educators on social issues. Topics include homelessness, city planning and development, environmental
concerns, poverty, free trade, and community development. The interviews were conducted for her San Diego State University
thesis, "Domestic Policy Since the New Federalism: Local Response to the Homeless and the Environment in the San Diego, California
Region." The collection is arranged in two series: 1)TRANSCRIPTS and 2) AUDIOCASSETTE RECORDINGS.
SERIES I. TRANSCRIPTS contains transcripts for most of the audiocassette recordings in Series II. The transcripts are often
highlighted and annotated by Brooks. Arranged alphabetically by interviewee surname.
SERIES II. AUDIOCASSETTE RECORDINGS of interviews conducted by Elaine Brooks. Arranged alphabetically by interviewee surname.
The original recordings are restricted; users must request listening copies be made in advance.
