Abstract: The Carole Migden Papers consist of 18 cubic feet of textual records and audio/visual materials and cover the years 1996-2008.
The records are organized into three record series: Bill Files, 1995-2002, 2005-2008; Subject Files, 1995-2002; Budget Files,
1998-2001. Bill Files are the bulk of the collection and are a strong source of information about legislation that Carole
Migden introduced. These legislative documents demonstrate Migden's activism for local San Francisco District issues as well
as issues concerning the State of California on a broader scale. The Subject Files are also strong in that they represent
more of Migden's personal and political interests toward the San Francisco District while serving in the Assembly. There is
a particular legislative emphasis on Lesbian, Gay, Bisexual, and Transgender rights as well as health safety regulations and
healthcare services, including those regarding HIV/AIDS, in both the Bill and Subject Files. Researchers looking to review

Acquisition and Custodial History
The California State Archives acquired the Carole Migden Papers following her final term in the State Legislature.
Biography
Carole Migden, Democrat, served in the California Legislature from 1996 to 2008. She was first elected to the California
State Assembly, replacing Assembly Member Willie Brown through a special election on March 26, 1996. She represented in the
13th Assembly District through 2002. The district covered the eastern half of San Francisco County. In 2005, Migden was elected
to the California State Senate to represent the 3rd Senate District, which included parts of San Francisco County, Sonoma
County, and Marin County. Migden served in this position through 2008.
Carole Migden was born on August 14, 1948, in New York City, New York. She graduated with a B.A. in English Literature from
Adelphi University in 1970 and with an M.A. in Clinical Psychology from Sonoma State University in 1976. When she was elected,
Assembly Member Migden was one of few openly lesbian members of the Legislature. During her time as an Assembly Member, Migden
authored a law that allowed gay and lesbian couples to register as domestic partners and to have some of the rights that are
typically granted of married couples. In 2004, Migden married her life partner, Christina Arguedas, but the marriage, among
many others, was later voided by the California Supreme Court.
As a State Legislator, Migden's legislative interests were varied, but her main efforts focused on LGBT rights, healthcare,
education, environment, and welfare. She authored legislation to create California's domestic partner registry, promote children's
health, preserve the old growth Headwaters Forest, increase accountability in K-12 schools, protect borrowers from predatory
and deceptive lending practices, protect consumers from manipulation by energy generators, and promote the use of emergency
contraception.
