Biographical / Historical Notes

Ethel Tulloch was born in Washington D.C. and moved to San Diego in 1907 with her parents Seymore W and Jessie S. Tulloch, her brother Thomas Tulloch, and sister Helen Tulloch Bowles (known locally as “Jitney Jane”). Ethel was employed by the Post Office for almost 20 years where she became deeply involved with the labor union, the National Federation of Post Office Clerks. In 1919, she was elected as 5th Vice President making her the first woman to be appointed to the governing board of the national organization. She went on to rise to become the second Vice President. In 1924 she resigned from the Postal Service to pursue charitable actives through her church.

Scope and Content

This collection contains the professional and personal papers of Ethel Tulloch. The collection includes records of her activities with the National Federation of Post Office Clerks, her involvement with the Union Postal Clerk newsletter, and her election as the first woman to serve on the national board. There are also documents from an internal investigation conducted in 1920-1921 into Tulloch’s personal statements criticizing the Post Office as well as her resignation from the Post Office in 1924. Also included are documents concerning her later church volunteer work.
