Background
The Ministry of Takumu (Colonial Affairs) was established by the Official Regulations of the Ministry of Colonial Affairs
promulgated on June 8, 1929. The Minister of Takumu was to supervise the affairs of the Governor-General of Korea, the Governor-General
of Taiwan, the Kanto Agency, the Sakhalin Agency, and the South Sea Agency, as well as the operations of the South Manchuria
Railway Company and the Toyo Takushoku Corporation. Furthermore, with the exception of so-called diplomatic matters, the Minister
of Takumu was to be in charge of affairs related to overseas immigration, colonization, and overseas colonization projects,
and was authorized to direct and supervise consulates abroad via the Minister of Foreign Affairs when required for such matters.
