Miohigan and Ohio, and his work with the Association of Bay Area Governments (ABAG) in California.

Biography
James H. (Jim) Hickey (1927-2017) began his career in 1952 as the first Planning Director for Oak Park, Michigan
(1952-55). In 1955, he became chief administrative planner for Springfield-Clark County Regional Planning Commission in Ohio,
followed by becoming Township planner for Southfield, Michigan in 1956. In 1958, he moved back to Ohio, where he worked as
Regional Planning Director for the Stark County Regional Planning Commission in Canton from 1958-1964.
In 1964, Hickey moved to California, where he became the first full-time regional Planning Director for the Association of
Bay Area Governments (ABAG). During his tenure he oversaw the development of the first Bay Area Regional Plan, which balanced
housing, open space, transit, and commercial growth. From 1970 to 1990 he worked as Planning Director for Napa County, during
which time he led the effort to develop, expand, and maintain the Napa County Agricultural Preserve. As part of this effort,
he proposed a clear definition of a winery and standards for winery and vineyard development. This proposal was ultimately
implemented in 1990 by Napa County Ordinance 947.
Following his retirement from Napa County, Jim Hickey consulted for regional open space organizations. He served on the
Board of the Jack L. Davies Agricultural Land Preservation Fund from 2002-2012 and as President of the Board of the Napa
County Land Trust, helping to develop the Connolly Ranch Agricultural and Environmental Education Center in Napa.
