This series reflects the activities of three Executive Directors: Kai Martenson (January 1969 to January 1970), E.G. Reimer (January 1970 to April 1970), and Robert Lawson (April 1970 to January 1974). The files contain correspondence with federal and state legislators, Council members, and the Attorney General's office. Subjects include policy decisions and administrative procedures; studies and reports of CCCJ committees (Allocation Strategy, Appeals, Criminal Justice Television, Planning Allocation, Regional Plan Review, State Planning, and Systematic Program Structure); evaluation, planning, and implementation of state and local criminal justice programs; and national organization of criminal justice planners.

Meeting files contain agendas, minutes, correspondence with Law Enforcement Assistance Administration officials and representatives of regional planning units, reports and minutes of executive and operations committees, status of pending legislation affecting CCCJ programs, registers of approved projects, and LEAA newsletters.
Agendas, meeting minutes, project plans and reports up for CCCJ review, materials related to state criminal justice policy development. At meetings, members viewed and approved or denied local and regional plans, heard committee reports.
Researchers should be aware that F3869:58-79 correspond to materials from 1968-1973; R274.001 corresponds to materials from 1975-1989.

Scope and Content Note

Contains information on a wide range of topics relating to the administration of CCCJ programs. Major subjects include evaluation of jail facilities; prison reform; drug abuse; investigation of CCCJ by state legislature ("Crown Committee" and "Crown Report"); crime legislation; project reports; juvenile delinquency; model cities program; organized crime; and automation of criminal justice information systems. Also included is a newspaper clippings file on George Deukmejian, co-author of legislation that created the CCCJ.

Scope and Content Note

Committee files encompass work done by the various committees of the CCCJ. The material created by each committee reflects their general functions as part of the Council. For example, the papers of the Legislative Committee contain analyses of laws addressing gang violence and the death penalty; the Futures Committee created material regarding the impact that Proposition 13 (1978) could potentially have on grant funding; and the Appeals Committee held hearings to review appeals from potential grant recipients seeking funding for criminal justice-related programs.
