Asks if leased land remains under federal jurisdiction, if it would be possible to have leased land be subject to local jurisdictions and be taxed, if state statues against gambling and liquor would remain intact. Expresses concern that a leasehold without taxation would compete against established businesses of the Chamber of Commerce.

John Collier to F. V. Shannon (Chamber of Commerce). In response to Shannon's letter (see item #15), Collier clarifies that State sanitation laws apply to Indian lands, that giving up tax-exempt status might be possible were compensatory advantages offered to the band, that anti-gambling laws would apply to non-Indian people whether on or off the reservation.

John Dady (Mission Indian Agency) to Marcus Pete (Spokesman, Agua Caliente Band). Informs Marcus that he's received letters in his nameauthored by other individuals. Asks for guidance on leasing Section 18 for airport purposes, use of tribal funds for community services such as water, housing, fire engine, bathhouse improvement, and sewer right of way. Insists that the Band acts without the guidance of "white advisors."
