Scope and Contents note

Included in the Correspondence Files are Computer Files, General Files, Executive Department and Agency Files, and a few other types of correspondence files all from 1978 forward. No correspondence was found pre-dating 1978.
In the Computer Files is constituent correspondence on legislative issues along with responses from the Congressman; however, only some of the 1987 files contain copies of Congressman Hawkins' responses. Listed on each letter are a sequence of numbers, with each number representing form paragraphs or text. The text file can be found in Box 126. The Computer Files are generally arranged by document number.
The General Files contain constituent correspondence on non-legislative matters and, in most cases, the Congressman's responses to those letters. Correspondence is filed by the last name of the letter writer in folders for each letter of the alphabet. There are a few subject files in some years of the General Files. Many of the routine subject files were disposed of during work on this series.
Executive Department and Agency Files primarily include correspondence between Congressman Hawkins and Cabinet secretaries and administrators of other government agencies. There are also letters from Congressman Hawkins and his colleagues to these agency officials, some constituent correspondence, correspondence between Congressman Hawkins and California state and local officials, and correspondence with White House officials. The White House file usually precedes the Executive Department Files, which are followed by the Agency Files. Within Executive Department and Agency Files, respectively, arrangement is alphabetical.

Scope and Contents note

The District Office Files include Bill Files, Alphabetical Files, Subject Files, the Washington File, Correspondence Logs, Press Files, Academy Files, Pictures, and Miscellaneous Material. All files are from the Los Angeles district office except those in Boxes 107-111, which are from the Huntington Park office.
The Bill Files, 1963-76, 1981-88, contain bills sponsored and cosponsored by Congressman Hawkins and other bills not sponsored by him but that were referred to the Committee on Education and Labor. Occasionally, Committee reports and Senate companion bills are found is these files. The bill files are generally arranged by terms of Congress and in many cases the dates overlap from one group of bill files to another. Several of the groups of bill files are alphabetical by subject while others have no discernible order. No bill files from the 95th and 96th Congresses, 1977-80, were found.
There is correspondence in the Alphabetical Files, Subject Files, and Washington File that addresses general issues, usually non-legislative matters. No correspondence pre-dating 1972 was found. Alphabetical Files, 1973, 1977-88, contain only responses to correspondence addressed to the district office and are filed in the alphabetical folder corresponding to the last name of the letter writer. Written on each letter is the subject of the correspondence, which serves as a cross-reference to the Subject Files, 1963-89, where the incoming correspondence along with another copy of the response is found. Perhaps, the Alphabetical Files served as a quick reference to correspondence if the Washington office called with a question or the correspondent phoned or visited the office. In the Subject Files is correspondence extending invitations, addressing legislative concerns, seeking endorsements or recommendations of programs in their quest for financial support, correspondence referred from other congressional offices or referred to the Congressman by his aides, requests for information, and other material. A large group of Subject Files, dated 1963 to 1975, are alphabetical by subject within this broad range of years, while the remainder, dated 1973 to 1989, are alphabetical by subject within each year.
The Washington File, 1972-73, 1977-88, duplicates correspondence found in Washington. The file contains yellow copies of responses to correspondence sent out by the Washington office and is important because the Washington office correspondence does not pre-date 1978. Arrangement is by subject for most of the Washington File. A small amount of correspondence for part of 1984 through 1987 is arranged in alphabetical files by the last name of the correspondent, and the 1988 Washington File is chronological [Other duplicate copies of correspondence which may be found in the Hawkins collection are pink copies sent to D.C. from the Los Angeles office and blue copies sent from the Huntington Park office to D.C.]. Correspondence Logs, 1983-89, record correspondence received by the district office, date received, subject, and name of correspondent.
In the Press Files, 1978-89 are columns and press releases issued by the Washington and district offices, drafts of releases and columns, Committee and subCommittee press releases, and miscellaneous releases issued by the Congressional Black Caucus, neighboring congressional district offices, and other groups. Congressman Hawkins' columns (opinion pieces) were issued weekly, his press releases less frequently. Both are filed in reverse chronological order.
Included in Academy Files, 1964-83, are files of individuals desiring admission into a military service academy and files documenting the review and selection of those persons that the Congressman nominated to academies. only the files of individuals actually admitted into an academy were retained.
Picture Files, ca. 1963-84, contain a wide variety of photographs, including pictures of town Meetings with the Congressman; photos from campaigns, ribbon cutting ceremonies, parades, and other events; and staff photos. There are photos from the President's signing of the Humphrey-Hawkins Employment Bill and a Hawkins'-sponsored minimum wage bill. The picture files are in no order (and some pictures are obviously misfiled). There are a number of empty, but labeled, folders that were retained in case those photos were found misfiled.
Miscellaneous Files, ca. 1934, 1948, 1953, and 1963-1985, contain primarily materials from the Congressman's congressional career but a few items pre-date 1963. Included are files documenting grant funding for projects such as the LA freeways; the political campaigns of Congressman Hawkins and other democrats; and the work of former district office aides Charles Knox, Bob Wilson, and Adam Burton. Also included are certificates and awards presented to the Congressman. In Box 67 are oversize photos and miscellaneous materials. The Miscellaneous Files are unorganized.
Finally, there are CCEDE (Coordinating Council on Economic Development and Employment) Files from 1963 to 1972. During this period Charles Knox, Congressman Hawkins' district office manager, served as a consultant to the council. Congressman Hawkins founded the CCEDE around 1961 to provide answers to many of the social problems of south, central Los Angeles.

Scope and Contents note

Included in Miscellaneous Material are the files of two former Hawkins staffers -- Annette Crumbley, Appointments Secretary/ Caseworker, and Juanita Barbee, Administrative Assistant. In Crumbley's files are invitations extended to the Congressman, correspondence from personal dictation taken by Crumbley, a few subject files, and other unfiled miscellaneous material. Barbee's files contain legislative correspondence, hearing reports, testimony, and bills; personal and public relations files; files concerning the educational research mission of the Hawkins Family Memorial Foundation; and other material.
There are speeches given by Congressman Hawkins between 1972 and 1974. Other speeches can be found in Saralee Todd's Education and Labor Committee Files and possibly interspersed throughout the Subject Files series. Additionally, there are mounted photographs and text from an exhibit at the California Museum of Science and Industry in 1982 entitled Blacks in the United States Congress, 1870-1981, and miscellaneous other items such as appointment books, correspondence, speeches, press files, and photographs that need interfiling in their appropriate series.
