One holograph letter written and signed by William Sprague from Washington about a tariff bill to impose a 2 cent per pound
duty on cotton. He claims that legislators have a poor understanding of the subject and all hope of carrying the bill during

William Sprague was a member of the Republican Party who served as the 27th Governor of Rhode Island from 1860 to 1863 and
