Washington Montgomery Bartlett was born February 29, 1824 in Savannah, Georgia and came to San Francisco in 1849. He had brought
a printing press and began publishing the Daily Journal of Commerce on January 23, 1850. He subsequently published several
other newspapers as well as books. Bartlett served two terms as San Francisco County Clerk and practiced law with his brother
Columbus. In 1870 Governor Haight appointed him as Harbor Commissioner, after which he served as a California State Senator
from 1873 to 1877, and as Mayor of San Francisco from 1883 to 1887. Bartlett took office as Governor of California on January
8, 1887, but served only nine months before dying of Bright's Disease on Oakland on September 12.
Elisha Williams McKinstry was born April 10, 1824 in Detroit, Michigan, and came to California in 1849 aboard the steamship
Panama. He was a member of the first California State Legislature, served as Adjutant-General from 1851 to 1853, as a Judge
in the 7th Judicial District from 1853 to 1862, as a Judge in the 12th Judicial District from 1870 to 1874, and as a Justice
of the California Supreme Court from 1874 to 1888. From 1888 to 1895 he was a professor of law at Hastings College, and passed
away in San Jose on November 1, 1901.
