The family moved to California in 1874 and settled in Riverside County, where S.C. Evans, Sr. (1823-1902) became one of the founders of the city of Riverside. S.C. Evans, Jr. graduated from the University of the Pacific (San Jose, California) in 1889, where he was the editor of the school magazine, the Pacific Pharos, and the author of the class of '89 song. He served as president of Riverside's Freeholders Charter Board before being elected the city's first mayor, 1907-1912. He also served as a State Legislator from the Thirty-ninth Senatorial District, representing Riverside and Imperial Counties, from 1916 to 1921.
