Walter Harris Ratcliff was born in London England in 1881. His family moved to the United States in 1893, settling in Berkeley, California in 1898. Ratcliff graduated from Berkeley High School and graduated from the University of California in 1903. He worked for the architectual firm of John Galen Howard and opened his own firm in 1908, he was appointed Berkeley City Architect in 1913. He married Muriel Williams in 1912 and their son, Robert also studied architecture, joining the firm Ratcliff Hammon Ratcliff in 1946. The senior Ratcliff retired from architecture in 1955. He died in 1972 at the age of 92.
