Harold Raines, holder of a J.D. degree from the University of California, for many years Attorney for the East Bay Municipal Utility District, discusses the District's early years, water law and right of condemnation; negotations for Mokelumne River water, and historic agreements with mountain counties, water fluoridation, the board of directors, and the state legislature.
