Abstract:
One holograph letter written and signed by William Sprague from Washington about a tariff bill to impose a 2 cent per pound
duty on cotton. He claims that legislators have a poor understanding of the subject and all hope of carrying the bill during
the current session is abandoned.

William Sprague was a member of the Republican Party who served as the 27th Governor of Rhode Island from 1860 to 1863 and
U.S. Senator from 1863 to 1875. He participated in the First Battle of Bull Run during the American Civil War.
