Upbringing in San Diego and Beverly Hills, California; University of California, Berkeley, 1937-1941; Navy service during World War II; law school at George Washington University and Hastings College; deputy legislative counsel for California Attorney General, 1949; attorney with Edwards & Friborg; attorney with U.S. Department of Labor, San Francisco; attorney with Public Housing Administration, San Francisco; deputy city attorney of Oakland, California, 1953-1957; attorney and general manager of Alameda-Contra Costa Transit District, 1957-1984 (transition from privately owned Key Route transit system to publicly owned special transit district); writing Transit District Law of 1955; lobbying the California legislature; collective bargaining issues and labor strikes; forming the Regional Transit Association; relations with district board; interface with BART, Muni, and other California transit agencies; considerations for regional government; Transit Development Act of 1971; effects of Proposition 13 of 1978; bus safety and access issues for senior citizens, disabled passengers, drivers; affirmative action and other staff management issues; financial aspects of managing the district; lifelong interest in Democratic Party politics.
