Son of California Supreme Court Justice Jessie W. Carter, he was born in San Francisco and raised in Redding. In early years
practiced law in Redding and spent eight years as State Senator for Shasta and Trinity counties. In 1950 appointed as Chief
Judge to United States District Court, Northern District of California.
