Note:

Charlotte (Lottie) W. Ruggles was born February 1, 1882 in Stockton. She was the daughter of C. Lincoln Ruggles, who co-published the Stockton Independent for 48 years. Lottie was involved with Friends of the Library, the Stockton Pioneer Museum, and Haggin Galleries. She died on February 20, 1968.
