Scope and Content Note

Bills and measures introduced; amendments; bill analyses; correspondence, telegrams, statements and testimony; and agency position statements in support or opposition; Legislative Counsel opinions, conflict statements, and requests to for bill drafts and amendments; author's, floor, and committee statements; press releases; newspaper clippings; roll calls; and background information. (Note: bill files are incomplete and fragmentary for most years except 1973-74).

2. Subject Files

Scope and Content Note

Correspondence received and sent from constituents, legislators, legislative advocates, special interest groups, state and local government agencies, and private citizens, regarding proposed and pending legislation, operations of state and local government, and local conditions. Subject files also include: reports and studies, news releases, press conferences, speeches, statements, miscellaneous legislative matters pertaining to the Speaker's Office, and general background and information materials. Files arranged alphabetically by subject. (In most cases only samples of a given file or subject were retained. Some file entries eliminated altogether where research and/or historical values determined nonexistent).

3. Proposition 1, Tax and Expenditure Limitations File

Scope and Content Note

An initiative voted on at a special statewide election on November 6, 1973, endorsed by the Reagan Administration and opposed in most Democratic Party circles with Speaker Moretti as the principle spokesman for the opposition. Subject files include: background information and analyses on the impact of the passage of Prop. I; editorials and editorial replies, equal time corr.; letters to the Governor challenging him to open debate; letters to editors with regard to their stand; press activity lists and releases; opponents and proponents press releases and statements; speeches and statements by Moretti in opposition.

4. 1974 Gubernatorial Campaign Files

Scope and Content Note

Miscellaneous Speaker's Office files relating to Moretti's campaign to obtain the Democratic nomination as Governor in the June, 1974 primary. Subjects include: appearance requests and correspondence; budget information re. local campaign organizations; contributors, misc. corr.; misc.; position papers; press releases; radio feeds; reception lists; staff meetings; and support letters.

5. Coastal Zone Conservation Commission

Scope and Content Note

General background information on passage of Proposition 20 (1972) and implementation of the measure by appointment to the regional commissions. Virtually all of this file relates to applications and recommendations for appointments as commissioners and commission staff.
