Background
The first step toward State ownership and operation of toll bridges occurred in 1929, when the Legislature created the California
Toll Bridge Authority. Comprising the Governor, Lieutenant Governor, Director of the Department of Public Works, the Director
of the Department of Finance, and the Chairman of the California Highway Commission, the Authority was empowered to determine
the location of bridges, issue bonds, set toll rates, and acquire land through imminent domain (Stats. 1929, ch. 763).
