Series 1: Tule Lake Defense Committee Files. 1940-1974

Arrangement

Divided into nine sub-series: Authorizations and Reports, Correspondence, Mass Civil and Equity Litigation Documents, Individual Case Files, American Civil Liberties Union Files, Miscellaneous, Related Material, and Tule Lake Renunciant Trust.

Correspondence is further divided into General Office and Litigation. General Office correspondence consists of letters, memos, and form letters between the offices of Wayne M. Collins and the Tule Lake Defense Committee, from either office to the renunciants, and miscellaneous correspondence between members of the Tule Lake Defense Committee, including Tetsujiro (Tex) Nakamura, Harry Uchida, Larry Seiichi Kataoka and others. Litigation correspondence consists of letters to and from Collins regarding litigation on behalf of the renunciants.

Scope and Content Note

Mass Civil and Equity Litigation Documents contain copies of legal documents filed on behalf of renunciants. While fairly extensive, it is by no means exhaustive; for a complete set of litigation records, contact The National Archives Western Division.

Individual Case Files are further divided into Renunciants, Strandees, Japanese Peruvians, and Stockade Cases, and may contain correspondence, forms, and litigation records. The American Civil Liberties Union Files were given to Collins by Ernest Besig and include correspondence and case files, arranged alphabetically, as well as miscellaneous meeting minutes and other material. Miscellaneous consists of material related to the court cases and mitigation hearings in Bismark, North Dakota, Santa Fe, New Mexico, and Tule Lake, California. Related Material includes public proclamations, congressional acts, and news releases, with other similar material related to the evacuation and resettlement of the Japanese and Japanese Americans. The Tule Lake Renunciant Trust consists of the financial records of the Tule Lake Defense Committee, administered by Wayne M. Collins.

Divided into four sub-series: East Indian Deportation, Levering Act/Loyalty Oath, Estates, and Free Speech Movement. Related general materials are filed at the beginning of each sub-series.

Scope and Content Note

Consists of a selected representation of Collins' law practice. Individual case files include correspondence, notes, and drafts of legal filings. The general materials relating to the Levering Act/Loyalty Oath are especially rich in illustrating the historical context of this issue, as they focus heavily on events taking place in San Francisco, the first city to try the loyalty oaths in the courts. Estates files include correspondence, notes, and legal documents pertaining to the settlement of personal estates, including Collins' longtime associates, Astaroth V. Haskell and Bruce Porter, among others. Collins represented Mario Savio and seven other University of California, Berkeley students in the Free Speech Movement case of 1964, and followed closely the free speech case of his own son, Wayne Merrill Collins, one year later.
