The Office of Transportation Planning and Research (OTP&R) was established de facto by executive action in early 1969 under a Transportation Planning Coordinator. In 1970, legislation ( Stats. 1970, ch. 1551) confirmed its existence and spelled out its functions. The Coordinator now became the Chief of this unit. OTP&R was the principle staff agency for statewide transportation planning and research, serving the State Transportation Board, the Business and Transportation Agency, and the Legislature. OTP&R encouraged balanced, or multimodal, transportation; coordinated planning and research with federal, state, and regional agencies, and pursued research and demonstration projects. Scope and Content Note

T.E.P. was a mass transit demonstration and study project in the Watts-L.A. area funded by HUD under the Urban Mass Transportation Act (1964). It planned improvements in bus services for minority low-income residents and a study of the relationship between transportation availability and employment opportunities. OTP&R supervised the project with Charles G. Beer; head of DPW Urban Planning and later of OTP&R, in general charge. William F. Hibbard of OTP&R was project director in Los Angeles.

TSEP was an intergovernmental study with OTP&R personnel acting as project directors in cooperation with the State Office of Planning. The study aimed at developing a policy and organizational structure for assigning transportation planning responsibilities within state government. Its most important goal was to develop a systematic resource allocation procedure to evaluate alternative urban transportation systems. The TSEP final report influenced the creation of the Department of Transportation in 1972.
