Scope and Content

Bill files pertaining to legislation regarding land use and bond allocations. Other bills pertain to housing development, amendments to housing laws, and the creation of affordable housing for the people of California. Some notable bills include: AB133 (1983-1984) affordable student housing on CSU campuses; AB2388 (1983-1984) first time home buyers bond act; SB805 (1983-1984) residential rehabilitation; AB1249 (1985-1986) 80/20 Program; AB2052 (1985-1986) multi-family rental housing mortgage bonds; and AB2123 (1985-1986) taxation and rental assistance.

In particular, the Century Freeway file contains extensive material including correspondence, meeting notes, affirmative action plan, lending projections, housing program plans and specifications, Route 2 Rehabilitation, and three printed manuals labeled: "Interim Procedures Manual, 1982," "Draft Housing Plan and Environmental Assessment," and "Request for Proposals, 1982."

Scope and Content

The California Housing Finance Agency and its involvement in litigation claims include various legal issues. Claims against the CHFA include: Montecito Village #79-61-S, a slip and fall accident at the site, containing correspondence, and subpoenas related to the case; Marvin Gardens #81-14-N, Jeannie Roger, et. Al. v. CMJ Management Company, unfair housing selection, includes correspondence and argument for wrongful disqualification for housing; Forest v. Hart, revised lease and eviction procedure regarding Miramar Tower, includes correspondence and hearing procedures; and Max E. Gilmore v. State of California #G36266, complaint of seven bond notes purchased through the agency and were allegedly recalled without proper notice. Other legal issues within this record series include unpaid attorney fees, insurance recovery, liens, and stop notices for development.

Scope and Content

Special Project Files include files from the following programs: 1983-A, Second Issue, Second Unit, Tefra List and Exhibit A, MRINC, Series Bid Reports, Neighborhood Preservation, and the Self Help Program. Records include correspondence from cities and counties in California seeking financial assistance in housing projects. Files of interest include: City and County of San Francisco Housing and Economic Development for rehabilitation for the building on 350 Turk Street (YMCA), City of Marysville includes the "Final Report on the Proposed Renovation of the Marysville Hotel," City of Glendale consists of two reports labeled, "Equal Opportunity Housing Plan," and "The Howard Building Corporation." Specific files such as Program Drafts include two proposals for the, "Second Unit Presentation before the League of California Cities," and "California's Experience with Second Units," both written by Ruth Schwartz the Special Projects Coordinator. The San Francisco City and County, Ellis Street file includes the projected rehabilitation for the apartment building on 450 Ellis Street, detailing allocations, budget proposals and the loan package between Bank of America and CHFA's Housing Finance Bonds. The Grass Valley 1983 Backup file includes rehabilitation regarding The Nugget-Brett Harte Inn in Grass Valley. Included in the file are 17 photos of the building inside and out during rehabilitation, the commitment agreement, and budget projections.

Series 4 Monthly Reports 1983-1986

Scope and Content

The monthly reports include status reports, budget detail reports, renting fees based on income, draft reports, and annual reports. Specifically, the August 1985 file contains detailed information on the building at 450 Ellis Street in San Francisco including estimated construction costs, bid documents, and project specifications. The May 1986 file includes a site review for 8101-8121 MacArthur Boulevard in Oakland.
