Biographical Note
Milton Marks served as California State Assemblyman (1958-1966) and State Senator (1967-1996) from San Francisco for over
thirty years.
As a senator representing a district where AIDS had an early impact, Marks was an advocate for AIDS legislation, funding,
and other government action at the State level. He co-authored SB-910, which created the California AIDS Advisory Committee
in 1983 that was mandated to create a comprehensive statewide AIDS prevention, education, and information program in cooperation
with the Department of Public Health.
Scope and Content
The collection consists of Milton Marks' files on the AIDS epidemic, accumulated during his tenure as California State Senator
from San Francisco. The collection provides a view onto communications between the Senator's office and AIDS-related committees
and task forces, local community-based organizations, the medical and academic communities, and city, state, and federal agencies
and offices; as well as documenting the Senator's role in addressing the emergence of AIDS. Types of material include correspondence,
newsletters, clippings, brochures, fliers, reports, workshop materials, minutes, press releases, briefings, project proposals,
strategic plans, legislative drafts, and other publications and papers.
Most documents are addressed to Marks and/or to Chris Bowman (Christopher L. Bowman), Marks' administrative aide from 1983-1986.
A few are to Marks' wife, Carolene Marks, who was also active in responding to the issue.
The amounts of material found under each folder heading varies widely; some headings contain one item, while others span two
or more folders. Larger file headings represented are: "SF AIDS Foundation" and "Centers for Disease Control."
Arrangement
Folders are variously organized by organization or agency, topic, or type of data, as labeled by Marks' office and arranged
in the order in which they were received by the San Francisco History Center. A few folder headings have been shortened or
edited for clarity, and where dates given did not match folder contents, they have been replaced by actual dates of material.
Items within folders are also arranged in the order in which they were received by the San Francisco History Center.
One folder, labeled AIDS Services: Jewish Family & Children’s Services, was empty and has been removed from the collection.
