Scope and Content Note

This series consists of legislative files related to the work of the California Postsecondary Education Commission. The materials include studies, reports, bills, bill analyses, correspondence and memoranda. Some of the legislative files relate to bills passed as a result of recommendations or research by CPEC. Most of the legislative files are on bills that directed the Commission to research a particular issue, policy, or program. As the primary advisory committee on higher education to the Governor, Legislature, and postsecondary education-related governmental offices and institutions, the Commission was enlisted frequently to conduct special studies. The Commission often formed advisory committees to take up the request. As a result, CPEC has had many interim advisory committees and task forces under its purview. Some of these include the Cal Grant Advisory Committee, the Special Committee for Review of Out-of-State Accredited Institutions, Intersegmental Program Review Council, ACR 81 Advisory Committee (a committee to study the effect of student charges on access to education).

This series contains resolutions passed by the California Postsecondary Education Commission. Resolutions were used to perform official actions of the Commission including forming committees, adopting budgets and reports, making recommendations, offering support or approval on legislation, changing Commission procedures, setting meeting dates and authorizing representation and negotiating power to members for external work. The resolutions are substantially complete from 1974-1978.

Scope and Content Note

R197.003. Box 1, folder 29 - Box 5, folder 26 (1965, 1968-1978, 1980-1987). This series contains reports by the California Postsecondary Education Commission (1974-1987) and its predecessor, the Coordinating Council for Higher Education (1965-1974). As an advisory committee to the Legislature, Governor, and education-related governmental offices and institutions, the Commission published information on a wide range of topics and issues related to California higher education. Some of the topics include financial aid and access to higher education, services for students with disabilities, the community college transfer role, enrollment trends, funding, academic standards and programs, affirmative action, faculty compensation, educationally underserved regions, capital outlay for new campuses, the role of independent and private universities, vocational and adult education, and cooperation among the public higher education segments. The California Postsecondary Education Commission serves as California's designated clearinghouse for postsecondary education information and their reports heavily influence what legislative changes are made to higher education. The reports in this series include one-time studies, director's monthly reports, and annual reports.
R197.003. Box 16, folder 1 - Box 25, folder 44 (1974-2004). Reports created and published by the Commission between 1974 and 2004. Types of reports include Director's Reports, Information Manuals, Annual Faculty Report, Directories of Colleges, and the State Plan for Higher Education. Significant topics include faculty benefits, transfer, financial aid, facilities, equal opportunity, admission costs, distance education, doctoral degrees, minorities, inmate education, private colleges, collective bargaining, teacher retention, accreditation, and standardized tests.
DVD. The single DVD contains 1, 492 PDF files of Council and Commission reports published from 1972 to 2011, totaling 1.84 gigabytes (GB) of storage space. The years 1973-1975 and 1977 are not represented. Only selected reports are present from 1972 to 1985; reports appear to be comprehensive from 1985 to 2011. In addition to the standard published reports, the DVD contains several issues the Commission's newsletter, Bits of Data (2007-2009), College-Going Rates and demographic data by Assembly District, educational demographic County Profiles, Policy Statements, FAQs, comments on the Master Plan for Higher Education, Fiscal Profiles, Student Profiles, Working Papers, and Resolutions. Overall, this DVD may be a helpful alternative to researching published reports and data, rather than the printed copies. Electronic materials have been removed to cold storage and separation sheets are included within the file folders to indicate this.

Series 7 Agendas 1961-2004

Scope and Content Note

R197.004. Box 5, folder 27 - Box 5, folder 28 (1978, 1981-1984). This series consists of an assortment of California Postsecondary Education Commission meeting agendas and memoranda. CPEC divided their agendas into parts by the whole Commission and its smaller committees and wrote a brief for each agenda item. Memoranda include tentative outlines for the next meeting and, occasionally, flight information to the meeting location. The series also contains one agenda packet from a Commission meeting held September 10 - 11, 1978 in Santa Barbara. Packets were provided to Commission members at meetings and include the agenda with full-page briefs and supplementary material for each agenda item.
R197.004. Box 25, folder 45 - Box 45, folder 7 (1961-2004). Agendas include reports, minutes, memoranda, background materials, resolutions, correspondence, and statistics. Significant topics include facilities, budget, financial aid, transfer, disability, program review, and diversity.

Series 8 Subject Files 1967-2010,

Scope and Content Note

F3909:1-203. The subject files are predominately Commission files and recommendations to identify student educational needs. They also include institutional program evaluations or analyses of: the Master or Five-Year Plan, non-traditional student populations, program or personnel costs, and program and facility growth. The amount of correspondence, advisory committee notes and minutes, draft and final version reports vary according to topic.
R197.005. Box 5, folder 29 - Box 6, folder 28 (1967-1979, 1980-1985). Subject files may include correspondence, memoranda, reports, news articles, notes and surveys. The subject files cover a wide variety of topics related to California postsecondary education. A few of the subject files cover specific CPEC areas of responsibility, including review of the Five-Year Plan, building and maintaining databases for education statistics, administration of the California Academic Partnership Program, and the execution of specific studies mandated by the legislature. The remainder of the files covers general issues of interest or repeated study by CPEC. Some of these subjects include Standards for New Schools, UC Administrative Salaries, Graduate Education, English as a Second Language, Matriculation, and General Education.

The Community College Files contain working papers and research materials related to community college. Materials include memoranda, reports, news articles, CPEC draft reports, bill analyses, data sets, and correspondence. The Community College Files are divided into eleven subjects by research topic. The subjects include: Collective Bargaining, Cooperative Study, Course Classification, Mission and Functions, Finance, College Going Rates, Transfer Study, Community College Issues, Academic Quality, College Work study, and Capital Outlay. Series 10 Faculty and Teacher Files 1978-1987

Scope and Content Note

The Faculty and Teacher Files contain working papers and research materials on the Commission's various areas of research related to careers in teaching. The series includes memoranda, reports, news articles, CPEC draft reports, bill analyses, data sets, and correspondence from the California Commission on Teaching Credentialing, California Roundtable on Educational Opportunity, U.S. Department of Education, California Department of Education as well as several other offices of education in other states. The material is divided into four subjects: Teacher Education, Teacher Preparation and Licensing, Faculty and Salaries, and Affirmative Action. The Teacher Education files contain the Commission's research on the condition of teacher education in the state. Research topics included: predicted state teacher shortages, recruitment to the field, state credentialing programs, and measures to increase the quality of teachers both at the primary, secondary and postsecondary levels. The Teacher Preparation and Licensing files focus almost exclusively on various credentialing programs and licensing examinations with a substantial portion of the material gathered by CPEC originating from the Commission for Teacher Preparation and Licensing. The research topics covered in the Faculty Salaries files material include: professor workloads, the effect of faculty fringe on the state budget, professor, medical faculty and administrative salaries, private sector salary competition, and collective bargaining. The Affirmative Action files contain research on recruitment of minorities to the teaching field. Series 11 Student Affirmative Action Files 1979-1986

The Student Affirmative Action Files contain working papers and research material from the Commission's studies of affirmative action programs. Materials include correspondence, memoranda, reports and news articles. The files are divided into four subjects: Affirmative Action, Outreach Program Review, CORE Program Review Evaluation, and CAL-SOAP Evaluation. The Affirmative Action files contain general research on the various postsecondary education affirmative action programs. The other files cover CPEC's research on specific affirmative action programs. These files, in addition to the materials listed above, contain survey data gathered by CPEC to track the progress of the various affirmative action programs at each institution of public higher education in the state. Series 13 Private Postsecondary Education Files 1969-1970, 1976-1985

Scope and Content Note

Private Postsecondary Education Files contains material related to the Commission's role in authorizing private postsecondary schools in California to issue degrees. Files may include correspondence, memoranda, reports, surveys, bills, and bill analyses. The files are divided into four subjects: Office of Postsecondary Education, Correspondence, Authorization Visits, and New Colleges. The Office of Postsecondary Education files contains correspondence and material exchanged between CPEC and the California Department of Education's Office of Postsecondary Education. The materials illustrate the process taken to create the series of standards and procedures used by CPEC to authorize schools to offer degrees under California Education Code section 94310 (c). Correspondence mainly relates to the discussion of diploma mills. The issuing of diploma for substandard education is a serious concern and the crackdown on institutions issuing such degrees was a primary goal for implementing the authorization process. CPEC made visits to private postsecondary educational institutions all over the state to perform authorization evaluations. The criteria and results of these visits are contained within the Authorization Visits files. The New Colleges file contains an assortment of materials tracking the emergence of new private colleges in the state. This information was used both to ensure legitimate degrees were being offered and to locate areas of the state lacking adequate public postsecondary education services. Series 14 Roundtable on Educational Opportunity Files 1981-1985

Scope and Content Note

The Postsecondary Education Commission participated in the California Roundtable on Educational Opportunity with the State Superintendent of Public Instruction and the heads the University of California, the California State University, the California Community Colleges and the Association of Independent California Colleges and Universities. Active from 1981-1985, the Roundtable's mission was to formulate and advocate specific actions that could be taken to increase access to higher education. Avenues included improvements in secondary schools, teaching programs and the teaching profession, as well as to outreach programs and the community college transfer function. Materials include correspondence, memoranda, notes, reports, news articles and an assortment of Roundtable agendas and minutes.

Scope and Content Note

F3909:236-243. Federal files concern any program or function mandated or funded by the federal government according to the various education acts or their amendments. Correspondence and reports predominate and concern such areas as community advisement centers, continuing education, Higher Education General Information Survey (HEGIS), and Title I program amendments. The materials in the files range in date from 1974-1978.
R197.012. Box 10, folder 1 - Box 13, folder 6. Federal Program files contain files for Higher Education Act Title I funded programs in California. Title I of the Higher Education Act of 1965 provided federal funding for programs "whose purpose centered around community problem solving and strengthening of community service programs of colleges and universities." Title I also "provided for continuing educational programs for adults in urban environments, cooperative extension programs and urban extension programs." (Report 72-4 [Abstract], Coordinating Council for Higher Education). The Postsecondary Education Commission was responsible for reviewing proposals for funding and monitoring the funded projects. Files include initial proposals, materials from the projects, quarterly narrative reports to CPEC on project progress, project expenditure reports, and project final reports. Some files also contain limited correspondence between CPEC and project managers. The files cover CPEC project oversight from 1974-1982. Series 16 Western Interstate Commission for Higher Education Files 1974-1983

Scope and Content Note

The Western Interstate Commission for Higher Education (WICHE) is regional organization created in the 1950s to facilitate resource sharing among the higher education systems of the West. California has been a member since 1955 (About WICHE, Western Interstate Commission for Higher Education). The California Postsecondary Education Commission participated in the WICHE project to study postsecondary education budgeting by providing financial and staffing support. These files relate to CPEC's work on that particular study. Materials include correspondence, memoranda, notes, reports, and meeting agendas.

Series 17 Staff Reports 1962-1974

Scope and Content Note

The majority of the Staff Reports series was created by Coordinating Council for Higher Education (CCHE). These reports were created for the perusal by the Commission rather than the public government officials. Report topics typically revolve around office automation studies and comments or analyses of legislative and budget issues.

Series 18 Agenda Packets 2001-2004

Scope and Content Note

The Agenda Packets are annotated versions of the Agendas from 2001 to 2004. In addition to the reports, minutes, memoranda, background materials, resolutions, correspondence, and statistics found in the Agendas series, the Agenda Packets include handwritten notes by Commission staff or members. Significant topics from this time range include transfer, financial aid, the State budget, and information privacy.

Minutes document the meetings of the Council, Commission, and their various committees. This series contains material primarily created by the Coordinating Council for Higher Education (CCHE) but also covers the time period of transition from the Council to the Commission. Significant topics from this time include the State budget, facilities, accreditation, and faculty benefits.

This entire series consists of 97 sets of separated audiovisual materials contain background materials and recordings of meetings. The eight videotapes (1992-2003) comprise one recording of a Commission meeting, and various background materials. The 230 audiotapes (1983-2003) are recordings of Commission meetings, committee meetings, seminars, retreats, and teleconferences. The committees who most frequently recorded their meetings were the Government Relations Committee and the Statutory Advisory Committee.

Series 21 Program Review Files 2006-2011

Arrangement

The Program Review Files are arranged alphabetically by postsecondary segment: Community College District (CCD), California State University (CSU), Joint, and University of California (UC). Within each segment files are arranged alphabetically by either district or campus name and then alphabetically by the proposed program title thereunder.

Scope and Content Note

This series documents the Commission's work to perform its responsibility of reviewing proposed academic programs in public institutions of higher education within all three segments (Community College Districts, California State Universities, and Universities of California) for feasibility. Types of documents include correspondence, reports, memoranda, notes, background materials, applications, proposals, and descriptions of proposed courses. There are several files of jointly proposed programs, found alphabetically between the CSU and UC segments. Proposed programs demonstrate a heavy emphasis on building new campus sites and developing Master's programs in science and engineering. This series also includes one file of "Annual Reports" and one file of "Program Review Charts, Summaries" by segment. These files can be found using the first level of alphabetical arrangement (i.e. under "A" and "P" respectively).

Scope and Content Note

This series includes the incoming and outgoing correspondence of the office of the Executive Director (Murray Haberman, 2004-2009; Karen Humphrey, 2009-2011). Types of documents include memoranda, reports, notes, press releases, position papers, newsletters, Budget Change Proposals (BCPs), agreements, contracts, grant awards, articles, brochures, and administrative policies. Significant topics include enrollment gender gap, the UC Irvine School of Law, student identification numbers and privacy, and Educational Leadership Doctoral Programs.

Scope and Content Note

The Equal Educational Opportunity Advisory Committee was created as the result of ACR 151 of 1974 which directed the Commission to receive from the Regents of the University of California, the Trustees of the California State University and Colleges, and the Governors of the California Community Colleges, plans to provide means to address the ethnic, economic and sexual underrepresentation in the makeup of the student bodies of California institutions of public higher education. Once CPEC received the plans they were to reconcile them and create a state plan that promoted cooperation among the segments in increasing higher education participation by minority groups. As the Committee waited for the segments to submit their plans, they researched the issues and submitted three reports on the "effectiveness of institutional, state and federal efforts to expand educational participation in California" (CPEC Report 1980-03-00). The Committee Files series contains the committee's working papers as well as the research materials gathered for these reports. The files include correspondence, reports, minutes, agendas, press clippings, bills, and publications related to affirmative action programs. The Equal Educational Opportunity Advisory Committee's findings were published in several reports that can be found in the Reports series.

Series 2 Expanding Educational Opportunities Workshop Files 1980-1981

Scope and Content Note

The California Postsecondary Education Commission in conjunction with the California Department of Education sponsored the Expanding Educational Opportunities Workshop on March 20-21, 1981 in San Diego. The Equal Educational Opportunity Advisory Committee planned and coordinated the function. The workshop included informational sessions on a variety of topics including current programs efforts, curriculum preparation, college counseling techniques, utilization of college testing services, and coordination of student services between secondary and postsecondary institutions. The files include background materials, minutes and correspondence from CPEC and State Board of Education joint planning committee, as well as outlines, agendas, planning notes, press releases, reports and the workshop packet.

Scope and Content Note

This series contains materials related to the California Postsecondary Education Commission's review of academic programs offered at California's public postsecondary education institutions. Materials include correspondence, memoranda, program proposals and progress updates, and reports. CPEC is responsible for reviewing and making recommendations on new, existing, and discontinued academic programs from the California public postsecondary education institutions. The Education Policy and Programs Committee performed the reviews and provided feedback on each program. The information gathered in the reviews was also used in preparation of the annual academic five-year plan, which CPEC was required to submit to the Legislature and Governor.

Series 3 Intersegmental Program Review Council Files 1971-1987

Scope and Content Note

The Intersegmental Program Review Council files contain material related to the Council's formation and its review of academic plans and programs by the Postsecondary Education Commission. Materials include correspondence, memoranda, reports, guidelines and procedures, testimony, and academic program proposals and plans. The Intersegmental Program Review Council was an advisory body that assisted the Educational Policy and Programs Advisory Committee in coordinating and reviewing the academic plans and programs submitted by the segments. The Council consisted of representatives from each of the segments. Representatives from the California Department of Education, Commission on Teacher Preparation and Licensure, and Councils for Private Postsecondary and Vocational Education were also often consulted during the review process.
