Series Scope and Content Summary

This series comprises records Shirley Grindle maintained when she was a commissioner for the fourth district on the Orange County Planning Commission. Issues brought before the commission included amendments to the county general plan, zoning changes, conditional use permits, and variances. The series predominantly consists of environmental impact reports, oversized maps that accompanied reports, correspondence, meeting agendas, and land use plans. There are also newspaper arrticles from the Los Angeles Times, Orange County edition.

Series Scope and Content Summary

This series documents Grindle's involvement and interests in various environmental issues in Orange County. She has mainly been concerned with the preservation of open spaces in Orange County and limiting the construction of new housing tracts in already densely populated areas. Grindle has worked together with homeowners' associations and concerned citizens to ensure that park areas will not be destroyed by housing developments.

Scope and Contents note

The materials in this subseries were given to Grindle by Sue L. Ficker of Newport Beach, California. Ficker was the former president of the Central Newport Beach Improvement Association and a member of Stop Polluting Our Newport (SPON). The materials document an effort to lessen the pollution of the Upper Newport Bay area by updating Newport Beach's drainage system.

Scope and Contents note

The subseries includes materials Grindle collected while working to secure the El Modena Hills as part of the Santiago Oaks Regional Park. It includes files documenting the housing developers who owned rights to the land, the decisions of the City of Orange Planning Commission, the East Orange Open Space Management Corporation, and the Los Tesoros Homeowners Association. Also included are later writings by Grindle on these topics.

The subseries includes materials Grindle gathered while working to keep Barham Ranch from being developed as a large housing tract. The files include data about the area and document legal violations made by the Serrano Water District, dealings between the Serrano Water District and SunCal Companies, a lawsuit the Serrano Water District filed against the Orange Unified School District, and the effort to convince Orange County to buy Barham Ranch from the Orange Unified School District.

The subseries documents how Grindle assisted Andrew R. Brooks in his lawsuit against Orange County and a neighboring homeowners' association for failing to enforce a 1974 agreement that set restrictions to protect his view and standards for fire and slope safety. The 1974 agreement was written by the Orange County Planning Commission during the time in which Grindle was a member.

Campaign finance reform index cards Series 3. 1978-1990

Physical Description: 0.8 Linear Feet

Series Scope and Content Summary

This series comprises four boxes of 5 x 8" index cards kept by Grindle. Each card represents one campaign contributor and records the amount and date of each campaign contribution made since 1978 for every county election. The cards in this series represent contributions made to County Supervisors' campaigns from 1978 to 1990.
Cards include the name, occupation, address, and phone number of the contributor, and the amount and date of each contribution. Numbers in parentheses indicate the total donation made by that contributor within that election cycle. Some numbers were crossed out by Grindle as a method of telling herself that she had added them, but do not indicate any revisions or deletions to the records.

Series Scope and Content Summary

This series is comprised of files of the Leader of the TINCUP (Time is Now, Clean Up Politics) Campaign Reform Committee (begun in July 1977), a grassroots campaign to limit lobbyists' contributions to county supervisors in Orange County, California. After their recommendations became law in 1978 (Orange County Reform Ordinance, no. 3066), many other California counties also adopted these measures. In 1991, TINCUP II was initiated to eliminate the use of PACs (Political Action Committees) to avoid the lobbying spending limits from earlier TINCUP ordinances. Included are many clippings from local newspapers about these issues including Shirley Grindle's own public writings. Committee-wide correspondence as well as business correspondence to Shirley Grindle from local organizations, elected Orange County officials and interested supporters are also included. From the Committee there are membership lists, photos and newsletters. Shirley Grindle's extensive handwritten notes on drafts of legal reforms or records of meetings and discussions are also included.
