Biography

Morin served as Congresswoman Nancy Pelosi's legislative assistant from 1987-1992. He wrote policy which Pelosi presented in Congress, organized meetings to further awareness of, and gain support for, AIDS public policy. Steve Morin received a B.A in Psychology in 1967 from the University of Massachusetts, Amherst, and was awarded an M.A. in Psychology in 1969 from the Ohio State University. In 1971, he received a Ph.D. from the Ohio State University. In 1977, Morin was granted his license in Psychology from the State of California. Morin has been on the National Register of Health Care Providers in Psychology since 1978 and has been a Fellow of the American Psychological Association since 1982.
From 1971-1975, Morin was an Assistant Professor at California State University, San Bernardino, where he taught in the Department of Psychology. In 1976, Morin was promoted to Associate Professor and also became the Coordinator of Interdisciplinary Studies in Human Development. In 1977, Morin left California State University and established a private clinical psychology practice in San Francisco. He also consulted with the Bureau of Disability Insurance Medical for the Department of Health and Human Services in the Social Security Administration division.
Since 1981, Morin has acted as Medical Consultant for the Office of Worker's Compensation Programs, U.S. Department of Labor, San Francisco Regional Office. In 1984, Morin was named Assistant Clinical Professor of Medicine in the Department of Internal Medicine, University of California, San Francisco. Since 1986, Morin has worked with the Center for AIDS Prevention Studies (CAPS), also at the University of California, San Francisco, and currently serves as the Director.
Morin has been very active in professional association committees and task forces throughout his professional career and has been a long-time member of the American Psychological Association, California State Psychological Association, California Council on Mental Health, Mental Health Association of San Francisco and several other mental health and public health related organizations. In 1982, Morin was appointed as a member of the California Council on Mental Health and was Chair of the Council from 1984-1986. He also served as President of the California State Psychological Association in 1988 and as a member of the Board of Directors from 1987-1989.
In 1987, Congresswoman Nancy Pelosi employed Morin as Legislative Assistant for public health policy and he served in this post until 1992. In this role, Morin developed analysis and recommendations, drafted policy, represented Pelosi at conferences and meetings, and acted as an overall liaison with city, state and federal government to promote AIDS awareness and gain support for AIDS public health policy. In 1992, Morin was appointed to the U.S. House of Representatives Appropriations Committee Associate Staff.
Since 1997, Morin has been the AIDS Policy Research Center Director for UCSF's AIDS Research Institute and the Associate Adjunct Professor of Medicine with the University of California, San Francisco at the University of Zimbabwe School of Medicine. Morin has also contributed a significant body of published work to the cause of mental health, AIDS and public health policy with dozens of books and articles printed on the subjects.

Scope and Content of Collection

The Steve Morin papers contain documentation relating to Steve Morin's position as legislative assistant to Congresswoman Nancy Pelosi (D-CA) from 1987-1992. The papers provide evidence of various aspects of AIDS public health policy legislation, including research, analysis, drafting of legislative and report language, conference materials and grass roots community organizing. Press clippings and press releases are included by subject within each series.
There are a handful of photos in the collection. Most are black and white publicity stills that can be found in the KPIX: AIDS Lifeline (7/10-7/11) and the Catholic Charities of San Francisco: AIDS Housing Issues (16/6) folders. The collection is predominantly in English, with a small amount of French language materials pertaining to AIDS and Syphilis clearance research.
