The Welfare Council of Metropolitan Los Angeles reports and publications consists of documents produced by various divisions of the Welfare Council, 1944-1953. Chief among them are the annual reports, Council's by-laws and related documents, and newsletters; and reports produced by the Research Department, which make up the bulk of the collection. These latter reports cover topics such as the functions of the Research Department; the creation and implementation of social welfare standards; assessment of youth services; budgets, wages, and working conditions; housing for the aging, etc. Also included are materials produced by the Youth Services Division, the Adult and Family Division, and various committees. These materials include administrative documents (minutes of division board meetings, by-laws, rule of procedure), reports on juvenile delinquency, training manuals for community leaders, reports on services and issues of aging adults, self-studies, conference proceedings, and directories of member organizations and social services.

In 1944, the Los Angeles Council of Social Agencies (founded 1914) officially became the Welfare Council of Metropolitan Los Angeles. Its mission was to engage in the development of a community program of health and welfare services, and to serve as a medium for cooperative health and welfare planning in the Los Angeles region. In 1950, the Council officially separated from its sister institution, the Welfare Federation, and changed its name to the Welfare Planning Council, Los Angeles Region.
