Historical Background
In January 1889 Representative Eugene E. Edwards introduced a bill in the California State
Assembly to create a new county, Orange County, in the southern region of what was then Los
Angeles County. The bill passed in the Assembly in February and the Senate in March, and the
act was signed by Governor Robert W. Waterman on March 11, 1889. Orange County's government
became operational on August 1, 1889.
In 1989 Orange County Centennial, Inc., a privately funded non-profit committee, organized
more than 150 programs and events throughout the county in celebration of its hundredth
anniversary. The festivities were capped by a birthday party on August 1. Many publications
were produced to celebrate the centennial year. Additionally, a time capsule containing
historical documents and examples of popular culture and contemporary technology was buried
at the Old County Courthouse in Santa Ana. Some of these programs have continued annually,
including a Centennial Scholarship for Orange County students.
