Abstract: This collection consists of the administrative files of the Refugee
Forum of Orange County (RFOC), and the California State Refugee Forum (CSRF), and other
documents relating to these organizations. These forums enable service providers for
Southeast Asian and other refugees to exchange ideas, present new programs, and advocate for
refugees. Included in the collection are meeting minutes, general and executive board
meeting agendas, correspondence, memoranda, newsletters, reports, clippings, pamphlets, and
program materials collected by Anne Frank, UCI Southeast Asian Archive Librarian and member
of the RFOC. This collection also contains 12 proclamations from city, county, and state
government officials presented to the RFOC on November 15, 1990, on the occasion of the 10th
anniversary of the Refugee Act of 1980.

Organizational History
The Refugee Forum of Orange County (RFOC) is an umbrella group of organizations and
individuals who work with refugees. The purpose of the organization is to assist in the
successful resettlement of refugees in Orange County, and to enable them to obtain the
resources necessary to become self-supporting and contributing members of society. The RFOC
was formed in 1976.
The California State Refugee Forum (CSRF) is a statewide organization composed of
representatives from county and regional refugee forums, refugee service providers, and
individuals interested in refugee issues. Revitalized in 1996, it meets regionally and at
the annual Refugee Information Exchange Conference.
Anne Frank, who was responsible for assembling this collection, served as chair of the RFOC
from 1995-1997 and 2002-2003, and as secretary of the CSRF from 1996-1999.
