Abstract: The Philip H. Carroll papers consist of materials relating to World War I and the American Relief Administration. The World
War I materials relate to activities of the 348th Field Artillery Regiment in France. Materials on the American Relief Administration
include charts regarding the branch in Hamburg, Germany, and plans regarding the Russian Unit Supply Division in Moscow. Also
includes correspondence with Herbert Hoover relating to American politics.

Scope and Content of Collection
The Philip H. Carroll papers consist of materials relating to World War I and the American Relief Administration. The World
War I materials relate to activities of the 348th Field Artillery Regiment in France, including maps, travel information,
flyers, and memoranda—of special note are "Summary of Unintelligence," a comedic satire of official memoranda, and "Americans
at Cournon," a short account written in appreciation of American troops by a Frenchman who housed Major Carroll. Materials
on the American Relief Administration include organization, personnel, and routine charts regarding the branch in Hamburg,
Germany, and outlines, supply lists, preliminary programs, and maps regarding the Russian Unit Supply Division in Moscow.
The collection also includes correspondence with Herbert Hoover relating to American politics.
