Abstract: The League of Women Voters of Orange County (LWVOC), California is a nonpartisan organization committed to educating the public
about elections, the voting process, and political and social issues. This collection comprises the records of the LWVOC beginning
with 1957. It contains the records of the LWVOC Inter-League Organization and its four chapters, Capistrano Bay, North Orange
County, Central Orange County Area, and Orange Coast. It documents league activities and reflects the concerns of the league
and the Orange County community, including environmental issues, childcare, healthcare, transportation, and Orange County's
bankruptcy in the 1990s.

Historical Background
The League of Women Voters of Orange County (LWVOC), California is a grassroots organization that encourages citizens to actively
participate in government. It is open to both men and women and is committed to educating the public about elections, the
voting process, and social and political issues. The LWVOC conducts studies on issues of public concern, develops a position
on each issue, and then takes action on the issue or advocates for a cause.
The LWVOC traces its roots to the formation of the California Civic League in 1911, following the success of the campaign
to allow women the right to vote. The League of Women Voters (LWV) was first proposed by Suffragist movement leader Carrie
Chapman Catt at a convention of the National Women Suffrage Association (NAWSA) in 1917. It was conceived of as a nonpartisan,
nonsectarian organization with representation from every state. Its chief aims were to provide international support for woman
suffrage, to watch over state legislatures to prevent legal discrimination on the basis of sex, and to strive to make American
democratic institutions fair for all those governed by them. Following the adoption of the Nineteenth Amendment in 1920, Catt
suggested the reorganization of the two million-strong NAWSA into the LWV, an organization that would work for progressive
legislation on a national and local level.
In 1921 Catt convinced the California Civic League to merge with the LWV when they adopted the name California Civic League
of Women Voters. In 1946 the name was changed to the League of Women Voters of California. In the beginning the LWV California
was comprised of local leagues that belonged to either the northern or southern section. By 1963 the LWV California was comprised
of many area and county leagues. The LWVOC is an Inter-League Organization (ILO) comprised of four local chapters: Capistrano
Bay, Central Orange County, North Orange County, and Orange Coast.

The Capistrano Bay chapter of the LWVOC was founded on May 16, 1968. It serves communities in the southern coastal region
of Orange County, California, including Dana Point, Laguna Niguel, San Clemente, and San Juan Capistrano.
Scope and Contents note
This subseries documents activities and projects of the League of Women Voters of Orange County's Capistrano Bay chapter.
Materials include correspondence, newsletters, meeting minutes, notes, publications, a video recording, news clippings, and
information resource materials. It documents several community concerns, with an emphasis in school-age childcare. In 1990
the Capistrano Bay chapter was chosen by the national LWV to participate in the School-Age Child Care Project, which was designed
to help local league chapters serve as catalysts in targeted communities to increase the availability of affordable, quality
school-age childcare for low and moderate-income families. This subseries also contains video recordings. In 1985 the Capistrano
Bay chapter produced a series of programs for local access television,
Focus on You The Citizen, to inspire citizens to become involved in their communities.

Established in 1985, the North Orange County chapter of the LWVOC serves the northern, inland communities of Orange County,
including Brea, Buena Park, Fullerton, La Habra, Placentia, and Yorba Linda.
Scope and Contents note
This subseries focuses on North Orange County issues such as the Fullerton Library and Municipal Airport. It also documents
county-wide issues such as housing, education, and community services. Most of the topical files address predominantly local
issues; however, a small percentage of topical files also contain information about state and national issues. Materials include
correspondence, newsletters, meeting minutes, notes, publications, studies, and clippings.

The LWVOC Central Orange County Area (COCA) has roots in the Santa Ana League. The Santa Ana League was founded in 1959; in1968
it reorganized to form the Santa-Ana-Tustin-Orange Area (SATOA) chapter. In 1978 the Anaheim-Garden Grove league (founded
in 1967) merged with SATOA to form the Central Orange County Area chapter (COCA). COCA now serves communities in central Orange
County, including Anaheim, Cypress, Fountain Valley, Garden Grove, Los Alamitos, Midway City, Orange, Santa Ana, Stanton,
Villa Park, and Westminster.
Scope and Contents note
This subseries documents the administration and activities of COCA and its predecessors. The studies include research and
related correspondence on community concerns such as hazardous materials, education, libraries, and homeless persons. The
materials include agendas, news-clippings, correspondence, minutes, notes, publications, and newsletters.

The Orange Coast chapter of the LWVOC serves Orange County's northern and central coastal communities as well as their inland
neighbors, including Aliso Viejo, Costa Mesa, Huntington Beach, Irvine, Laguna Beach, Lake Forest, Mission Viejo, Newport
Beach, Rancho Santa Margarita, and Seal Beach.
