The Scott Baugh Papers consist of 3.5 cubic feet of textual records reflecting Baugh's legislative activities during his 5-year career in the Assembly.     The California State Archives acquired the Scott Baugh Papers following his final term in the State Legislature.

    Biography

    Scott Randall Baugh, Republican, was a native Californian, born in Redding on July 4, 1962 to Helen and Cason Baugh, the fourth of five sons. He received his Bachelor of Science in Business Administration in 1984 at Liberty University in Virginia, graduating Summa Cum Laude. He then earned his Juris Doctor in 1987 at the University of the Pacific, McGeorge School of Law in Sacramento, graduating fifth in his class. Baugh worked as corporate counsel for many years, most notably for Union Pacific Railroad. Though his interest in politics began during his college years when he worked as a member of the Republican Study Committee, Baugh didn't enter local politics until 1994 when he became the founding President of the Huntington Beach Republican Assembly. He was still relatively unknown when he submitted his name as a candidate to replace Doris Allen (Rep.-Cypress) in a Special Recall Election in November 1995.
    Not only did the voters of the 67th District of coastal Orange County overwhelmingly decide to recall Assembly Member Allen, they granted a landslide to Baugh with a victory margin of 13 percent. Baugh would handily win re-election in both 1996 and 1998, enabling him to continue representing the communities of Huntington Beach, Cypress, Fountain Valley, and Seal Beach. Baugh held the post of Assembly Floor Republican Leader from 1999 to 2000. In 2000, unable to stay in office due to term limit laws, Baugh returned home to Huntington Beach with his wife, Wendy and their son, Jackson.
    Baugh's legislative interests included judicial policy, tax policy, and worker's compensation.

    Scope and Content

    The Scott Baugh Papers consist of 3.5 cubic feet of textual records reflecting Baugh's legislative activities during his 5-year career in the Assembly. The records contain Bill Files, 1995-2000 and Request Files, 1998-2000. The bill files, arranged chronologically, document much of Baugh's legislative activity during his term as a member of the California State Legislature. While the bills introduced by Scott Baugh include a wide array of subjects, Baugh's primary concerns included judicial reform, liability laws, and health insurance. Some notable legislation introduced by Baugh in the Assembly included increasing local control of adult entertainment businesses (AB726, 1997-1998), the safety of minors (AB1300 and AB2816, 1997-1998), and grand jury reform (AB163, AB377, AB378, 1997-1998; AB527, 1999-2000).
    The request files consist of information pertaining to several types of requests from various sources. Legislative Counsel Requests contain correspondence, analysis, and suggested amendments to Baugh's proposed bills. Local Government Requests contain requests made to Baugh for funding assistance for home district projects and include correspondence, maps, subject background, and analysis. Member's Requests for the 1998 and 1999 Budget Conferences contain home district funding requests made by Baugh and includes request forms, background, correspondence, and analysis. The Notes and Correspondence file contains guidelines and correspondence as to how and why to make budget conference requests, as well as lists of Baugh's submitted requests. Petroleum Violation Escrow Account (PVEA) Requests pertain to eligible funding requests made to Baugh by various city agencies and contain project analysis and background information.
