Scope and Content Note

Most bill files include all or some of the following items: bill analyses, amendments and resolutions, author's statements, testimony, press releases, newspaper clippings, correspondence, roll calls, records of votes, and committee statements. Of particular interest are those bills relating to taxation of credit unions, consumer identity theft protection, purchase of California financial institutions by foreign entities, deferred deposit transactions, protection of personal information, and real estate investigations.

Access Information

Access to audiovisual material requires the production of use copies.

Scope and Content Note

Hearing files may consist of agendas, transcripts, audio discs/cassettes, video discs/cassettes, and background information for regular session hearings, as well as interim hearings and select joint hearings. Audiovisual materials have been separated into a cold storage vault for preservation purposes. Separation sheets within the hearing files will alert the researcher to the existence of such material.
Of particular interest are hearing files relating to the merger and acquisition of California financial institutions by foreign entities and tribal governments (1997-1999) and the hearing on predatory lending practices (2/21/2001). In addition to the routine hearing of bills, researchers may also be interested in other hearing file topics, which include identity theft, ATM and bank fees, federal preemption, and credit reporting.

Scope and Content Note

The correspondence file consists of letters written or received by committee chair Patricia Wiggins in 2003. The letters are mostly congratulations to other members of the committee on their appointment, requests to the speaker for changes of committee meeting date/place, consultant reports about pending legislation, responses to citizen letters, and other letters of an administrative nature.
