Biography
Edgar Allen Sandifer, Jr. was born on October 4, 1929, in Cotton Valley, Louisiana, to Beulah Myrtis and Harvey Edgar Allen
Sandifer, a Southern Baptist minister. Professing to have never been in the closet, even while in the military, Sandifier
served in the Korean War from 1950-1953 and was honorably discharged as a sergeant with an operative care specialization.
His experience in the Army's Operative Care Unit led to his work as a nursing home administrator from 1955-1977. Sandifer
officiated gay wedding ceremonies throughout the 1970s. At a 1958 Mattachine Society meeting, Sandifer was referred to as
"the only queer from the South" (quotes from
Outweek, June 27, 1990).
Sandifer fought for gay, lesbian, women's, elderly, laborer, prisoner, and minority causes, creating a wide network of humanitarian
affiliations and memberships. His grassroots work aimed to change the status quo and fill gaps in government social services
through education, legal, and monetary support services. His organizational projects include the Mississippi Gay Alliance
(MGA) where he was director from 1973-1989; the Jackson Gray Panthers (JGP) where he was project director from 1976-1987;
and the Persons with AIDS Project (PWA), an MGA offshoot, where he was director from 1982-1989. He was also on the board of
directors for the Mississippi Health Systems Agency from 1982-1986, the National Citizens Coalition for Nursing Home Reform
from 1982-1986, and the National Gray Panthers Health Watch Task Force. He also served as a member of the Workers World Party
and the People's Anti-War Mobilization (PAM).

directly associated; the MGA newsletter; and topical resources relating to gay issues and events. Administrative records include

Administrative History
The MGA was founded in 1973, incorporated in 1974, then changed its name to the Mississippi Gay and Lesbian Alliance (MGLA)
in 1986. As quoted from a MGLA mission statement, circa late 1980s: The MGLA "is the oldest gay/lesbian organization in the
South and one of the oldest in the country. The Alliance began as a group of persons who were interested in educating the
public for Human Rights for all persons without prejudice….The Alliance now does educational work with the gay/bisexual community
around HIV/AIDS. Nine regional meetings, gay bars, churches catering to gays and anywhere gay/bisexual males gather we pass
out literature, give talks/discussions, leave condoms, and promote safer sex and stress risk reduction activities. We use
print and electronic media to get our message across as well as publishing our own newsletter. The MGLA has speakers who
will speak on college campuses, at schools, churches, or radio about homosexuality and HIV/AIDS. Youth and elderly concerns
are a part of our outreach as well as to those who are physically challenged. The Alliance founded the Mississippi Persons
with AIDS and Mississippi HIV Projects."
MGA provided food, medication, transportation, and emotional support to those individuals with AIDS who otherwise would not
have received help from the government. Services provided included the AIDS hotline as well as in-person support groups sponsored
by the Parents and Friends of Lesbians and Gays (PFLAG) and the Metropolitan Community Church of Jackson (MCC). MGA joined
membership with the National AIDS Network, Mississippi AIDS Task Force, Mississippi Minority AIDS Task Force, Mississippi
Food Network, Mississippi Association of Food Pantries, Mississippi Human Services Coalition, Hattiesburg Area AIDS Coalition,
Mississippi Housing Coalition, and Twelve Baskets Food Bank. MGA also affiliated with many other humanitarian organizations
such as the Jackson Gray Panthers, the Anti-Klan Network, People's Anti-War Mobilization (PAM), PFLAG, National Association
of People with AIDS, Witness for Peace/Pledge of Resistance, and Catholic Social and Community Service.

Persons with AIDS/HIV Project (PWA) Series 2.
1974-1996
Physical Description: 4.8 Linear Feet
Scope and Content
The PWA series, 1961-1996, documents the organization's administrative history; the affiliations and resources utilized to
provide and support the organization's services; and the services provided to those with AIDS-related illnesses and needs.
Administrative records include quarterly reports, AIDS research reports, correspondence, grant applications, travel vouchers,
last will and testament documents, and funding applications. Affiliation and resource records document PWA collaborations
with external organizations and include conference notes and literature, AIDS research publications, and obituaries. Service
records include AIDS hotline information, contracts, AIDS survey reports, legal assistance, and zoning information.
Administrative History
In 1985 Sandifer established the PWA Project to assist persons with HIV/AIDS throughout the Mississippi area. As executive
director, Sandifer helped provide services where local and state agencies fell short, without bias to age, gender, sexual
orientation, ethnicity, race, or socio-economic status. Sponsored by the Mississippi Gay Alliance, the PWA offered services
such as transportation; volunteer support; information and referrals; housing; legal assistance and case management; counseling;
education; access to home health care; and emergency food, clothing, and medical supplies. The Sandifer House, where Sandier
was director starting in 1986, and the Selph House were created to provide housing and care for persons with AIDS who did
not have a place to live and did not require hospitalization.
Arrangement
The files are arranged into three sections: 1) Administrative records, 2) Affiliation and resource records, and 3) Service

Jackson Gray Panthers (JGP) Series 3.
1975-1996
Physical Description: 5 Linear Feet
Scope and Content
The JGP series, 1975-1996, documents the organization's administrative history and the services it provided to the elderly.
Administrative records include meeting minutes, memos, correspondence, charitable fundraiser records, promotional material,
bank statements, charters of incorporation, performance reports, deeds of trust, by-laws, treasurer reports, expense reports,
budgets, grant and funding applications, ombudsman procedures and reports, and general chronological information. The service
records includes counseling files, contracts, legal defense materials, referrals, and the

Administrative History
The Jackson Gray Panthers (JGP), a division of the National Gray Panther Network, was founded in 1976 in Jackson, Mississippi.
The JGP was first chaired then directed by Edgar Sandifer who advocated "on behalf of the elderly, speaking for or on behalf
of those not able to defend themselves in today’s uncertain and ever-changing society" (The JGP Inc. and Mental Health Field
Work, A Proposal for Funding, 1982).
In addition to working directly with the Mississippi Mental Health Project, circa 1977-1979, the JGP utilized the American
Civil Liberties Union to provide legal services to assist in complaints against nursing homes. A list of agencies that employed
the services of the JGP are the Hinds General Hospital, Mississippi Baptist Medical Center, University Medical Center, Hinds
County Department of Public Welfare, Methodist Rehab Center, Mississippi Council on Aging, Central Mississippi Area Agency
on Aging, Jackson Community Mental Health Center, Jackson Boarding Home Consortium, City of Jackson Division of Aging, and
the Mississippi Food Network.
In 1981 the JGP joined the Boarding Home Consortium, which included partnerships with the Department of Mental Health, Council
on Aging, Welfare Department Medicaid Committee, Board of Health Care Committee, City of Jackson State Mental Hospital, and
the Mental Health Association and Centers.
