Abstract: Philip David Swing (1884-1963) practiced law in San Bernadino before becoming the deputy District Attorney and District Attorney in Imperial County (1908-15). He was appointed judge of the Superior Court of Imperial County (1919-21) and later elected as a Republican to 67th U.S. Congress and to the five succeeding Congresses (1921-33). The collection consists of correspondence, papers, photographs, and printed material related to Philip David Swing and his career as a U.S. Congressman, California state official, and private attorney.

Biography

Philip David Swing was born in San Bernadino, California, November 30, 1884; graduated, Stanford, 1905; admitted to California bar, 1907, and practiced law in San Bernadino; deputy District Attorney and District Attorney, Imperial County, 1908-15; judge of the Superior Court of Imperial County, 1919-21; delegate to Republican state conventions, Sacramento, California, 1920-32; elected as Republican to 67th U.S. Congress and to the five succeeding Congresses (1921-33); appointed member, California State Water Resources Board, 1945-58; died in San Diego, August 8, 1963.

Scope and Content

Collection consists of correspondence, papers, photographs, and printed material related to Philip David Swing and his career as a U.S. Congressman, California state official, and private attorney. Includes materials related to Swing's involvement with the California State Water Resources Board, Hoover Dam, the All-American Canal System, the Colorado River, and water legislation in California and the west.
