Contents

When contacted by former clients for information relating to his early projects, O'Shaughnessy often claimed that all of his personal files perished in his office in San Francisco City Hall in the 1906 earthquake and fire. Clearly a significant amount from prior to April 18, 1906 survived, most likely because they were kept in files at his home in Mill Valley or in offices at projects located outside San Francisco. O'Shaughnessy continued to file correspondence and other information related to his early projects and on people connected to each project into the appropriate job file long after his own work on a particular project was completed. Much of the work he undertook was for established clients with interests in several locations.

Contains an incomplete set of letterpress copybooks, a small amount of general correspondence, a ledger, and various memos and notes about the operation of O'Shaughnessy's consulting office. Projects referenced in letterbooks have been noted individually in the container list. General correspondence and office files have been assembled from stray documents found scattered throughout the collection.

Contents

Consists of an incomplete set of scrapbooks, some numbered and some named, in which O'Shaughnessy pasted, and occasionally continued to file, original documents and clippings relating to his various projects. Some volumes are limited to one geographic area or topic, but many are labeled only "Private Scrapbook" and relate to a number of projects spanning several years. The contents of each volume have been noted, and generally complement the job files kept for each consulting project, as well as his work as San Francisco City Engineer.

Contents

Only a small amount of correspondence, reports, surveys, and maps remained to document consulting jobs during the years 1889 to 1899, when O'Shaughnessy began an extended series of irrigation projects in Hawaii. Those lasted until 1906, when he began work for the Southern California Mountain Water Company in San Diego. He usually worked on several projects simultaneously, and often completed several smaller projects in different locations during the course of a larger contract. O'Shaughnessy closed his general consulting office in September 1912, when he assumed the position of San Francisco City Engineer.
Scrapbooks, which provide a brief summary and overview for the larger consulting projects are filed first in Job Files. O'Shaughnessy sometimes marked these as his own "personal" or "private files," but the term "scrapbooks" has been routinely substituted in the container listing to more consistently identify the many binders and portfolios assembled for most of his consulting jobs, beginning with Hawaii. Into these have been pasted or 3-hole-punched, pages of original correspondence, reports, notes, related supporting documentation, and clippings. These often supplement, but may also duplicate individual items such as letters and reports found elsewhere in Job Files.
O'Shaughnessy's smaller projects are usually documented by only a small amount of correspondence, reports and notes, or possibly a drawing, plan or some maps. For these jobs—and following the scrapbooks from his larger or long-term projects—incoming and outgoing correspondence (filed chronologically) precedes any letterbooks that survived. Correspondence associated with individual job files is supplemented by that contained in letterbooks found in sub-series 1.1. Reports written by O'Shaughnessy are arranged chronologically and filed before those prepared by others that were retained for reference and consultation, followed by any relevant legal materials. Engineering notes found in a specific job file are included here, and are supplemented by the notebooks and notes found in Engineering Notes (sub-series 4.1).
Specifications, contracts, agreements, drawings, plans, and maps do not exist for every project. There may be some duplication between those filed flat in oversize folders and those rolled on tubes, due to the workflow of conservation cleaning needed for many of the drawings, plans and maps found in poor condition in the collection.
Financial materials are found for only a few projects, and include statements, reports, receipts, and payroll ledger sheets. O'Shaughnessy's consulting engineer files conclude with print materials, including pamphlets, directly related to specific jobs and gathered in the course of his work, and newspaper clippings, usually concerning the progress or impact of each project.

Arrangement

Arranged chronologically, by initial date of consultation, and then by format in the following order: scrapbooks, correspondence, reports, notes, specifications, agreements, drawings and plans, maps, print materials, and clippings. Consulting Job Files are organized by project name—usually a location, property owner or name of company engaging his services, and the type of project. Folder headings as labeled or identified by O'Shaughnessy are used wherever possible. Since his folder notations were often cryptic, incomplete or missing altogether, information has been also supplied from evidence contained in the documents themselves. Within the Job Files is found the oldest document in the collection: an 1871 map of the Ranch Punta de Quentin, related to O'Shaughnessy's work on a sewer system for the city of Larkspur, Marin County, California.

Consists of O'Shaughnessy's own "private" or "personal" files documenting his career as City Engineer, particularly his role in the growth and improvement of San Francisco's transportation, water supply, and power systems, as well as his last two years spent as Consulting Engineer for Hetch Hetchy Water Supply. He continued to correspond with many of the businessmen, public officials, and engineers with whom he'd worked in his private consulting practice, and collected reports and related materials from cities with similar situations and facing similar problems as San Francisco.
While these files are clearly not the official records of the City Engineer's office, and thus provide only minimal evidence of the routine operation of the department, they thoroughly illustrate the public relations component of the position and O'Shaughnessy's continued efforts to gain sustained support for city improvement projects.

Consists of O'Shaughnessy's personal copies of letters to and from business and social acquaintances, contacts and peers in city government, and elected and appointed officials throughout California, as well as his engineering colleagues and the general public. Correspondence directly relating to the completion of a specific project is filed with the project. Correspondence relating to arrangements for appearances and speeches, publication of articles, or in connection with his activities in several professional engineering organizations has been filed with the appropriate series or sub-series. The sub-series concludes with O'Shaughnessy's address books and Christmas card lists.
O'Shaughnessy's general correspondence "chron files" contain letters relating to topics well beyond his role as City Engineer, and include some of his most revealing and candid remarks and opinions about politics, city planning, and public works projects of the early 20th century. His lengthy explanations of his various engineering projects provide detailed information not necessarily found in the related job files. Includes letters of substance from other well-know engineers, such as Arthur S. Tuttle, William Mulholland, Joseph B. Strauss, and Robert Ridgway, along with documentation of O'Shaughnessy's ideas about the growth of San Francisco, and evidence of his longtime involvement with Marin County, California water supply issues.

Special Committee on a San Francisco Bay Bridge includes a scrapbook, correspondence, reports, notes, print materials, and clippings relating to the proposal for its construction. A few files from his last 2 years of engineering work, in the role of Consulting Engineer, Hetch Hetchy Water Supply for the Public Utilities Commission, follow at the end.

Scope and Contents

When his position as City Engineer was eliminated through reorganization in 1932, O'Shaughnessy was relegated to the role of Consulting Engineer, Hetch Hetchy Water Supply, and his office and files were removed from City Hall to 425 Mason Street. There is one folder containing memoranda and detailed reports of "inspection trips" taken by car, often with one of his daughters, to view water projects throughout California and the Pacific Northwest. The bulk of the files concern his study of the Central Valley Project of the State Water Plan Association, and includes correspondence, reports and background information, notes, print materials, and clippings.

Files generally include correspondence, typescripts and notes, and a printed copy of each article, and are followed by one folder of correspondence with publishers regarding articles for which no copy was found.

Contents

Consists of files related to various projects on which O'Shaughnessy consulted as a professional courtesy to his fellow engineers—or resulting from his own interest in their work. These differ from his work as a consulting engineer in that he had no official role on these projects and was not compensated. Occasionally he would write and sometimes publish articles on his findings, as with the Shannon Power Scheme and the Boulder Canyon Project, but more often O'Shaughnessy simply retained these files for reference purposes. There is some evidence that plans and drawings he gathered in connection with these trips may have been maintained in his office while San Francisco City Engineer. Includes correspondence, notes, reports, plans and specifications, maps, clippings, and printed materials.

Contains a small amount of personal correspondence with friends and family, along with some personal items, including an early diary, school notebooks relating to chemistry, geometry, mathematics, and physics, and travel notes and reminiscences from O'Shaughnessy's early years in Mill Valley and again toward the end of his life. Invitations, memberships, and birthday and other greeting cards provide the only evidence of social activity apart from his life as an engineer. Also includes notes regarding his health, and letters of sympathy and tributes following his death.
The bulk of O'Shaughnessy's personal papers relate to the purchase and maintenance of his properties in Mill Valley, San Francisco, Paso Robles, Stockton, and Siskiyou, Shasta, and San Diego counties, as well as mining investments. Other financial records include personal and household accounts, and the protracted settlement of his estate.
Family correspondence includes only a few letters from his mother, siblings, wife, daughters, son, nieces, and various Irish cousins. The series concludes with papers relating to the settlement of the estates of his sister, Margaret Hobson, and his in-laws, John and Sophia Spottiswood, and a few notes on his Irish ancestry.
