The War Years (1942-1944)

Scope and Content

According to papers in the archive, Dorothea Lange was formally hired by the San Francisco Regional Office of the Western Relocation Authority (WRA) in early April1942 as a photographer investigator and worked through the end of July. Her assignment was to document the evacuation of Japanese Americans from northern California while other photographers worked in the south.
Lange.s government work continued for the next two years when in the spring of1943 she began photographing for the Office of War Information (OWI). Lange.s primary job for the OWI was to shoot photo sequences on American minority groups--Italians, Yugoslavs, and Hispanics--living and working on the West Coast.
In1944 Lange collaborated with Ansel Adams on a wartime photo assignment, this time for a Fortune magazine article focusing on the town of Richmond, California, located on the northeastern shore of the San Francisco Bay. Because of its favorable location and excellent harbor, Richmond became a major shipbuilding site during World War II.
 

Japanese Internment

Biography

In the spring of1942, Dorothea Lange requested another leave from her Guggenheim fellowship when she was hired to document the internment of Japanese Americans during World War II. Following the bombing of Pearl Harbor in December 1941, President Roosevelt signed Executive Order 9066 in February1942, which allowed military commanders to set up security zones wherever they thought necessary, with the full authority to remove anyone from these areas regardless of nationality or age. In March, Lieutenant General John L. DeWitt, head of the Western Defense Command, announced that all persons of Japanese ancestry would have to leave the Pacific Coast military zone, which included California, western Oregon and Washington, and southern Arizona. Though no specific charges were placed against any individuals, approximately 120,000 men, women, and children--more than two-thirds of them native-born American citizens--were ordered to abandon their homes and businesses and be relocated to internment camps established by the federal government. Two of the ten camps, Manzanar and Tule Lake, were in California as were twelve of the preliminary holding areas called assembly centers. The U.S. Army was responsible for gathering the Japanese Americans and retaining them in the makeshift assembly centers--race tracks, fairground exhibition halls, empty automobile showrooms--until the camps were ready. The War Relocation Authority (WRA) was established in March 1942 to oversee management of the camps. In a letter dated 1 April1942 to Moe, Lange requested a postponement of her Guggenheim fellowship explaining: the Japanese (aliens and citizens) are being evacuated from California. the War Relocation Authority has asked me to make photographic documentation of this situation. It.s too worth-while to refuse....It interrupts my fellowship, but is in line with my work.
For the next four months, Lange documented the internees as they were evicted from their homes and businesses, tagged and labeled, and then shuffled by trains and motor convoys to various assembly centers before they were incarcerated. She photographed at only one of the actual internment camps, Manzanar, in the desert of Owns Valley in Southern California. Although Lange was a government employee while recording what is now universally acknowledged as a gross violation of justice, her sympathies were with the Japanese Americans.

Scope and Content

Lange was hired by the San Francisco Regional Office of the War Relocation Authority (WRA) in early April 1942 as a photographer investigator to document the evacuation of Japanese Americans from Northern California. Lange completed her work at the end of July 1942. It has been estimated that of the approximately 13,000 existing photographs taken for the federal government, Lange made over 700. Because of the political nature of her relocation photography, she was required to turn over to the WRA all of her negatives, prints, and undeveloped film; thus, very little of this material is contained within the museum.s archive. Following the end of the war, a complete file of Lange.s WRA negatives and prints was placed in the National Archives in Washington, D.C., with a duplicate set of prints placed at the Bancroft Library of the University of California, Berkeley.

Office of War Information (OWI)

Biography

Dorothea Lange.s government work continued for the next two years when in the spring of 1943 she began photographing for the Office of War Information (OWI). Headquartered in New York City, the OWI published a number of magazines that were distributed throughout Europe and North Africa and included photo stories to illustrate aspects of American life that would contrast with the totalitarian regimes of the enemy. Copies were scattered by airplane to local populations of occupied countries, just in advance of the Allied forces; and when such territory was secured, the magazines could soon be found in the local newsstands. Ironically, the FSA, still under the direction of Roy Stryker, had been absorbed by the OWI and was also producing essentially war propaganda--just as Lange would do.
Lange.s primary job for the OWI was to shoot photo sequences on American minority groups--Italians, Yugoslavs, and Hispanics--living and working on the West Coast.
On the surface, such an assignment would appear to have been easily manageable for Lange, but because San Francisco was a major military zone during the war, her access was constantly stymied by security restrictions and it was necessary that she get clearances for almost anything she wanted to photograph. Lange requested permission to hire Ansel Adams as an assistant to help with part of the shooting and processing of negatives in order to assure timely delivery of the job, a request that was ultimately granted.
Despite her frustrations, Lange completed a series of fifty-nine prints on the Italian colony of San Francisco, which she submitted to Jess Gorkin, OWI picture editor for overseas publications, in June 1943, along with her negatives and accompanying captions and notes, although which photographs were taken by Lange and which by Adams is not indicated.
Following this first assignment, Lange completed another five projects for the OWI between approximately August 1943 and August 1944. the first included a photo series on the Spanish American agricultural community in Vacaville, about fifty miles northeast of San Francisco. According to notes in the archive, Lange focused on four main subjects: nine different Spanish American families; Spanish American workers at a local food plant supporting the war effort; Spanish Americans working in the Richmond shipyards; and Spanish architecture, particularly the missions.
Following this came a photo essay on the University of California at Berkeley, completed in March-April 1944, which documented student life on campus; and in May 1944, she completed a series on the Yugoslav fishing community in San Pedro, just south of Los Angeles. The last series Lange did for OWI in August 1944 focused on vegetable seed production in Northern California and the Volunteer Land Army.

Scope and Content

In the spring of 1943 Dorothea Lange began photographing for the Office of War Information (OWI). According to caption lists in the archive, Lange took approximately 800 negatives for the OWI--almost all of which were subsequently lost in transit between New York and Washington, D.C. Included in the archive, however, are approximately 200 photographs from the various series and twenty-two negatives. But compared to Lange.s previous work, these images clearly lack the sense of passion and empathy for which she is rightly celebrated, and many of the photographs actually seem to have been staged.
