Biographical / Historical

The Peninsula Center Library is the second of three PVLD facilities. The original building was designed by architects A. Quincy Jones and Frederick E. Emmons and was completed in 1967. In 1995, architects Zimmer Gunsul Frasca (ZGF) renovated and expanded the space which nearly doubled its size. Residents overwhelmingly approved a local bond measure which in part supported the renovation. Budget cuts by the state of California and redirection of local property taxes from special districts had a severe impact on PVLD's budget. Construction delays and defects, which ultimately led to extended litigation, further added to PVLD's budget woes. Cost-cutting measures included reduced hours at all libraries and staff reorganization.
