Biography/Administrative History
Ellen O. Tauscher was born in Newark, New Jersey on November 15, 1951. She attended Seton Hall University and received a degree
in early childhood education. Before being elected to Congress, Tauscher worked in the private sector, including 14 years
on Wall Street.
Ellen O. Tauscher represented California’s 10th Congressional District for 13 years (1997-2009). The 10th Congressional District
includes Contra Costa, Alameda and Solano Counties; this district includes Lawrence Livermore and Sandia California, both
national defense laboratories. She was Chairman of the House New Democrat Coalition in addition to sitting on the Aviation
Subcommittee, and co-chairing the Democratic Caucus Task Force on Campaign Finance Reform.
She served as Regional Whip during the 110th Congress. She also served on the Democratic Congressional Campaign Committee,
chaired the Democratic Business Forum, and was Finance Chair of the New Democrat Network. She also served as Chairman of the
Strategic Forces Subcommittee.
Tauscher has traveled extensively with congressional delegations to Bosnia, Colombia, Germany, Russia, and Yugoslavia. She
also served regularly on the American delegation to the annual Wehrkunde Conference on security policy in Munich.
Ellen O. Tauscher was the Under Secretary of Arms Control and International Security. She was appointed on June 27, 2009.
She later served as Special Envoy for Strategic Stability and Missile Defense at the State Department from February 7, 2012
to August 31, 2012.
