    Abstract: The California Youth Authority (CYA) Collection, donated by Charles F. Stocker, liaison from CYA to the California Adult Student Assessment System (CASAS), documents the transition of the CYA education system in the 1980s from a conventional to a competency-based program that used CASAS as the assessment system. There are materials on CASAS and its selection as the data management system for CYA and on the ensuing curriculum and staff development. Related department manuals and a slide show used for staff development are included.

    The items in this collection were donated to the California Adult Education Archives by Charles F. Stocker, who served for several years as the liaison from the California Youth Authority to the California Adult Student Assessment System (CASAS).

    Scope and Content of the Collection

    The focus of this collection is the transition of the education system of the California Youth Authority (CYA) from a conventional to a competency-based program that used the California Adult Student Assessment System (CASAS). Included is background information on CASAS and correspondence related to its selection as the data mangement system for the CYA. There are materials for a workshop on site staff development. A significant part of the collection is the competency based curriculum section that includes guidelines for local programs and sample curriculum. Another significant section contains a collection of CYA department manuals for leadership, ESL, special education, high school core programs and standards, ESEA, and employability.

    Arrangement of the Collection

    The collection is arranged in five series. Four series consist of print materials: data management background and correspondence; staff development; competency based education curriculum; and California Youth Authority Department manuals. The fifth is a casousel slide tray with audiotape with a presentation for training on the California State Department of Education's "Coordinated Compliance Review" (1986).
