    Abstract: The collection consists of Dr. Charles W. Gossett's research on domestic partnership benefits, LGBT employment discrimination, and other LGBT-related topics, 1966-2008. The collection includes administrative records of the Commission on Domestic Partnership Benefits for the District of Columbia, Georgia Equality Project, and American Political Science Association's Committee on the Status of Lesbians and Gays in the Profession, 1986-2007. A university professor and administrator, Gossett has researched, published, and advocated on issues related to lesbian and gay rights since the late 1980s.

    Scope and Contents

    The collection comprises Dr. Charles W. Gossett's research on domestic partnerships benefits and LGBT employment discrimination in city, county, and state government agencies in the United States, and to a lesser extent, in academic, federal, and corporate institutions, 1966-2008. The collection includes administrative records documenting his work with the District of Columbia Domestic Partnership Commission, Georgia Equality Project, American Political Science Associations Committee on the Status of Lesbians and Gays in the Profession, and other organizations. The collection includes research on LGBT issues regarding adoption, civil rights, elections, families, hate crimes, marriage, military service, sodomy, and the United States Supreme Court.
    The collection consists of city, county, state, and federal bills, resolutions, and ordinances; court records; clippings, articles, and reports; meeting minutes; correspondence; survey records; insurance, healthcare, and pension plans; budget records; bylaws; handbooks; and human resources policies. The collection includes the following papers authored by Gossett: “Dillon’s Rule and Gay Rights: State Control over Local Efforts to Protect the Rights of Lesbians and Gay Men,” presented at the annual meeting of the American Political Science Association, August 1996, San Francisco; "Domestic Partnership Benefits: Public Sector Patterns," presented at the American Society for Public Administration Conference, July 1993, San Francisco; and "Legal Challenges to Local Ordinances Providing Domestic Partnership Benefits," 2005.

    Biography

    Dr. Charles W. Gossett has held various research and administrative positions in the federal government and District of Columbia city government, including Secretary of the Commission on Domestic Partnership Benefits for the District of Columbia. He joined Georgia Southern University in Statesboro, Georgia in 1992, and served on the Board of Directors of the Georgia Equality Project from 1995-2001. He served as Chair of the Department of Political Science at California State Polytechnic University, Pomona from 2002-2009. Dr. Gossett served as Chair of the American Political Science Association's (APSA) Committee on the Status of Lesbians and Gays in the Profession, before serving as a member of the APSA Executive Committee from 2006-2009. He was a Fulbright Scholar at the Centre for the Study of HIV and AIDS at the University of Botswana in 2008. In 2009, Dr. Gossett joined California State University, Sacramento, and was appointed Dean of the College of Social Sciences and Interdisciplinary Studies. In June 2012, he became Interim Provost and Vice President for Academic Affairs.
    Gossett’s areas of research include public sector human resources management, state and local intergovernmental relations, and African politics. He has published articles, book chapters, and encyclopedia entries on civil service reform and public service motivation; on how state and local governments deal with one another on issues related to lesbian and gay rights; on public opinion on same-sex marriage; and on the impact of AIDS on governance in southern Africa.
