Series 1 Bill Files 1979-1994

Arrangement

Bill files are arranged chronologically by legislative session and numerically by bill number.

Scope and Content Note

Bill Files may include bill analyses, amendments and resolutions, author's statements, testimony, press releases, editorials and newspaper clippings, correspondence, committee statements, and other information. Nolan authored and sponsored numerous bills on a variety of topics such as Grand Jury audits (AB2445, 1979-1980); SMOG checks for emergency vehicles (AB124, 1981-1982); litter (AB2020, 1985-1986); industrial loan regulation (SB20, 1985-1986); homebuyer's assistance (AB4236, 1989-1990); and enterprise zones (AB1015, 1993-1994). However, his primary interest was crime. Examples of this include: AB177, AB436, and AB1954 (1979-1980) Drunk Driving; AB419 (1981-1982) Juvenile Court Law; AB332 (1989-1990) Vehicle Theft; and AB363 (1991-1992) Domestic Violence. Also included are bill files for Senate Bills from the 1985-1986 session that were of interest to but not authored by Nolan.
Audiotapes from the bill files have been removed to cold storage and separation sheets are included within the file folders to indicate this.

Correspondence files are arranged alphabetically by subject heading.

Scope and Content Note

Correspondence files contain memoranda, background materials, constituent letters and petitions, press releases, event invitations, caucus and committee letters, and Nolan's recommendations for appointments. Significant persons and subjects include Tom Hayden, the Board of Equalization, Dan Lundgren, Bill Lyon, Worker's Compensation, and the San Francisco (1989) Earthquake.

Subject Files are arranged alphabetically by subject heading.

Scope and Content Note

Subject Files contain information on a variety of topics of interest to Nolan. The files may include testimony, reports, travel invoices, appointment recommendations, correspondence, notes, memoranda, background material, news clippings, speeches, and press releases. Persons of note include Governor Deukmejian, Carol Hallett, Jesse Unruh, Bruce Stevenson, and Karin Watson. Nolan was a member of many organizations including the American Legislative Exchange Council (ALEC), the Commission on the Californias, the Council for National Policy, the Debt Advisory Commission, the Fund for the Improvement and Reform of Schools and Teaching (FIRST), the Gaming Commission, the Pacific Legal Foundation, and the Task Force on Financial Institutions. Other significant topics include Capscam, the death penalty, foreign trade zones, education, illegal immigrants, Medi-Cal, military base closures, reapportionment, senior citizens, South Africa, veterans, and victim's rights.
