Abstract: Agendas, minutes, reports, fliers, forms, and planning materials from Californians for AIDS Research and Education (CARE),
and documentation from the AIDS Initiative Committee (AIC) and the No on Prop 96 and 102 campaigns in Los Angeles, California,
1987-1990. After the victory over California Proposition 64 in 1986, community members formed CARE to educate the public and
defeat Proposition 69. AIC sought to place a proposition on the June 1988 ballot to create an AIDS research fund, but it failed
to qualify for the ballot. CARE then committed its efforts to the No on Proposition 96 and 102 campaigns for the November
1988 election.
Administrative History
After the victory over California Proposition 64, the LaRouche Initiative, in 1986, community members sought to form a statewide
organization. The organization would prepare to defeat similar initiatives and champion progressive initiatives concerning
HIV/AIDS. From this effort, the Californians for AIDS Research and Education (CARE) and later the AIDS Initiative Committee
(AIC) were created. CARE worked to educate the public and defeat California Proposition 69, the AIDS Initiative Statute championed
by Paul Gann. Proposition 69 would have required the reporting of HIV/AIDS cases to the state and could have subjected individuals
to quarantine. CARE also worked with AIC to place the AIDS Tax Credit Initiative on the June 1988 ballot. The income tax credit
initiative would have funded HIV/AIDS research. While the income tax credit initiative failed to qualify for the ballot, Proposition
69 was defeated by two million votes.
For the remainder of the year, CARE committed its efforts to the No on Proposition 96 and 102 campaigns. Proposition 102,
which would require public reporting of anyone who tested positive, was successfully defeated. Proposition 96, which would
allow California courts to require individuals to be tested for HIV without their consent in certain situations, was approved
by California voters. CARE disbanded after the November 1988 election.

The collection consists of agendas, minutes, reports, fliers, newspaper clippings, forms, planning materials, financial records,
campaign statements, and corporation records related to the formation and actions of Californians for AIDS Research and Education
(CARE), the No on Proposition 96 and 102 campaigns, and to a lesser extent the AIDS Initiative Committee (AIC) in Los Angeles
from aprroximately 1987-1990.

documents. The records document the formation of CARE, their work to defeat Proposition 69 in the June 1988 election, and
the AIDS Tax Credit Initiative from 1987-1989. While their efforts on No on Prop 96 and 102 are mostly reflected in the second
series, there are some materials related to this cause in this series. Documentation in the Fliers and forms, Other organizations,
and the Planning records folders contain information on AIC.

California election. While efforts on No on Prop 96 and 102 are mostly reflected in this series, there are some additional
materials in the first series.
