Operators in receiving telegrams should write in full where from, month, date, time received, their own and sending operator's
initials. All messages RECEIVED must be written in ink on these blanks, and those for parties on trains (except trainmen)
enclosed in sealed envelopes. Operators must Note on Back of Telegram Time of Calls and Cause of Delay, if any. NUMBER
