First draft of letter, in note-book 59 (51) Jan. 02 To Mr. T.P. Lukens I send the first and only replies I received
from either P inchot? or Perk ins to my recommendation for Superintendent. I was surprised to find that there is no vacancy
as yet. I don't think Mr. P. has power to appoint Sup erintendent . It is hard to deal with politicians and will be until
these offices are taken out of the hands of politicians and put on the civil service merit system. I am sorry. Like myself
you have your work for your compensation. You will see by the replies to my letters in your favor that the forestry offices
are considered the personal property of politicians. Until the civil service merit system is extended over them we can hope
for but little good service in the Dept. or recognition of the best men. Sorry that my efforts are in vain. I am, Ever faithfully
