Dr. W.F.B. Senator Berak feels that the San Joaquin Valley irrigation districts are to be considered and from telegrams
read they seem to be bitterly opposed to this measure. Mr. Works telegram states that ninety nine per cent of water users
in the irrigation districts are against it, and claim that they were betrayed by these who consented to the compromise that
they indignantly repudiate, this phase of the question has not been investigated So far the arguments against the Bill have
not been strong enough- if concrete information can be brought to Messrs. Borah, Poindexter, Bristow, and Greene, and they
are convinced that San Francises can get water elsewhere and that San Joaquin Valley needs the watar,- then they will do all
in their power to defeat the Bill. Mr. Berak was to introduce a resolution today asking that more information should be obtained
from the U.S. Geological Survey, which made an investigation same age. It seems to me that the hope of success lies now in
the fast of the split in San Francises and in getting the right information from San Joaquin and to put all this before the
Committee on Public Lands. I hope this may be of assistance and if I can be of any help in any way please call upon me
