Martinez, Dec 27, 1908 Dear Mr Colby: All my time for the last week or two has vanished in this Park business with your
Parsons grand work I fancy the enemy must be having no end of the trouble that belongs to the wicked - Have you seen Mr H
yet? I have been anxious to go to the City to talk things over but I got so severe a cold the last time the weather is so
foggy I'm afraid to venture. I hardly think the presence of one of use would count for much with those politicians in Washington
Influencing public opinion is our most hopeful plan I guess the other H is with us, but am not sure. Anyhow, Mr Phelan his
engineers are not going to have all they want either in water or electric power. I think I see the beginning of changes that
