August 14, 1942 Mrs. Dill Nance 329½ N. Magnolia Rialto, California Dear Mrs. Nance: Reference is made to your
letter of August 9, 1942 in which you request clarification of the visiting procedures of this Center. It is possible to
visit the Japanese provided the request for such visitations emanates from the Japanese in accordance with certain procedures.
These are for the Japanese to make a request of his information center to issue a visitors permit as of a certain, specified
date. A copy of this pass is then forwarded by the Japanese to the person he desires to have visit him. This pass contains
the date and hour of such visit and permits the recipient to visit the Japanese at the Visitors House for a designated period
of time. No Caucasian is permitted within the Center at any time except on official business with the administrative staff.
This latter category must receive authorization from both the Center Manager and the headquarters in San Francisco. I believe
that this clarification will permit you to interpret the letter you received from Mr. Sandquist. As a result you can see
that visitation for the purpose of viewing the educational activities is not permissible. However, it is possible for you
to visit your former students provided it is their desire and they follow the procedures outlined above. The development
of our program has been dependent on cooperation of individuals who have unselfishly given of their time and effort in order
to assist us in meeting our problems. May I express my appreciation of your interest and assistance. Yours very
